difficulty with France; for, while it is quite true
that the active interest in Muscat of the French
Government has declined to negligible dimensions, her
strong legal position in that State, having regard
to the Treaty of 184/1 and the .Anglo-French
Declaration of 1862, would put her in a position to
demand a quid pro quo , which we might find it difficult
to offer. The negotiations of 1912-14 illustrate the
type of difficulty with which we may be faced, The
difficulty with the United States and Holland might
perhans be less serious, but there can be no question
that action on the lines suggested would call for
lengthy and careful diplomatic aeti-on.
r. But quite apart from the international
difficulties to which the proposal might give rise,
there seems strong objection to undertaking the
general liability for the security of Fuseat which
would be involved in a Treaty of Protection. As
matters stand, we are committed to no more than the
securing of the coast towns of Mattrah and Muscat,
against invasion from the tribes of the interior
(and even this is not a binding guarantee), and the
assistance given by us to the Muscat State against
revolting vassals such as the \mir# of -Sor is
presumably given solely because it is to our interest
to keep Muscat together as a political entity.

purposes give us full control in Muscat. The danger of
a future Ruler giving us trouble by intriguing with
foreign Powers,while admittedly impossible of
