CHAPTER X.—POLITICAL.
Seistan is ruled by the Amir Ali Akbar Khan (Hashmat-ul-Mulk),
eldest son of the Mir Alam Khan, Chief of Kain and Seistan, who is im
mediately under the Governor-General of Khorassan. In the first instance
the Governorship of Tabas was associated with that of Seistan, but
Ali Akbar Khan was temporarily deprived of Tabas which since has
apparently been restored to him.
The internal political situation is simply the history of the intrigues of
the following characters : —
Muhammad Reza Khan (the Sarhang) the eldest, though illegitimate,
son of the Amir.
Mir Masum Khan (the Sartip) the younger, though legitimate, son
of the Amir.

Purdil Khan, Sarbandi.
„ Saiyid Khan, Nahrui Baluch.

Purdil Khan supports the Sarhang, whose father-in-law he is;
the other two support the Sartip> Saiyid Khan being his uncle.
Saiyid Khan and Jehan Khan were banished for supporting the Sartip
against the Amir, but the latest available news shows that Jehan Khan
has been allowed to return, though the Amir was holding out against the
return of the former. As matters stand. at present it would appear that
the Sarhang and turdil Khan have obtained the upper hand in the State.
External relations consist mainly in the efforts of both England and
Russia to obtain the greatest influence in the country, for, as has been
already shown, Seistan must play an important part in any future conflict
between these two Powers in Asia.
The question of how this struggle for influence in Seistan is going is
beyond the scope of this report; it is sufficient to allude to it.
Both England and Russia maintain Vice-Consuls in Seistan, who are
under the Consul-Generals of their respective countries at Meshed. The
English Vice-Consul is Major R. A. E. Benn, with one or two hospital
assistants as Assistants.
The Russian Vice-Consul is Mr. Muller, assisted by his brother*, Dr.
M filler.
The name of the Customs officer is Monsieur Molitor, and his Assistant^
name is Monsieur Cesari.
