Minute Paper,

Department.
Please see previous submission on P. 8680/30,
flagged below, and the demi-official correspondence
between Sir Louis Kershaw and the Communications
Company at flag B and at P.Z. 970/31. The
Communications Company have now intimated that the
"Patrick Stewart" is unsuitable for their use in the
Gulf, and are prepared to consider an offer should we
desire to make one.
We may, I suggest, now consult the
Government of India with reference to the Political
Resident’s telegram of 13th December on P. 8680, and a
draft which is, it is hoped, self-explanatory, is
submitted. Broadly speaking, the Department feels
that the possibility of purchasing the "Patrick
Stewart" and converting her for use as a despatch
vessel is well wort h examination. There is no
question that we shall have to make some provision for
the Resident's transportation in the future. I
•understand that neither the Royal Air Force nor the
Navy can arrange for this satisfactorily, owing to
lack of accommodation and the fact that the Resident,
if on tour or if away from Bushire for any length of
time, needs to be accompanied by a Secretary, etc.
It is difficult to judge what the scrap
value of the "Patrick Stewart" is. She cost
£75,000 new in 1925. She is, however, of no use to
her present owners, and the present is a bad time for
disposing of shipping. We might, m these
circumstances, get her tor £20,000 01 £2o,000.
