the past, when conditions were on the whole more
favourable than they are to-day; and the position is
complicated by our reluctance to give the Imperial
Departments concerned a loophole for interfering in the
Gulf. We might warn the Government of India, in these
circumstances, that the prospect of any contribution
was small and that, subject to their views, we doubted
if it was worth pressing at this stage. But I might
perhaps be authorised simultaneously to take
soundings Measurements of the depth of a body of water. informally of the Treasury as to their
probable attitude.
The Department closes down on 1st March,
1931, and the assets to be transferred to the
Comnunications Company (including the "Patrick
Stewart") are due for transfer on that date. The
Company in paragraph 2 of their letter of 16th
February to Sir Louis Kershaw suggest the basis of
an arrangement in respect of this. This should be
read with the Resident’s telegram, repeated to Sir
Maurice Simpson by his Director at Karachi, at flag
£ below. I understand from Sir Maurice that he does
not anticipate difficulty in recruiting a new crew if
the present crew are discharged and the ship laid up
with a maintenance party for tv/o or three months while
the present question is being decided. The Resident’s
telegram makes it clear that he sees practical
objections (though it is obscurely worded) to
retention fbT the present crew. The point is at the
same time one of material importance in considering
the finance of the present proposition: if we take over
the present crew, we shall escape liability for
compensation/
