properly be included in the general expenditure on diplomatic and consular
services in Persia, which is at present equally shared between His Majesty’s
Government and ourselves. It is true that we bear the entire cost of adminis
tering the political posts in Muscat and Bahrein, yet on the rest of the Arabian
coast and in Kuwait expenditure is shared with His Majesty’s Government
| and the control of external policy in this whole area rests with them, and ^
we think, therefore, that the cost of voyages to the Arabian littoral is justly V
divisible in equal shares.
4. We observe that no request to share in this expenditure has yet been
made to the Colonial Office, as suggested by the Foreign Office in the letter to
which Your Lordship refers. Me concur in Your Lordship’s anticipation
that the fact of payments for the services of the Indo-European Telegraph
Department’s vessel the Patrick Stewart accruing to that Department (and
so ultimately to the Government of India) as a profit is likely to strengthen
resistance to any such request, whether by the Foreign or the* Colonial Office.
Nevertheless we suggest for Your Lordship’s consideration that the Colonial
Office be addressed. For however the surplus of the Indo-European Telegraph
Department may be disposed of, the net cost of these voyages undertaken in a
joint interest still falls wholly upon Indian revenues, and in any case we
are desirous that our claim should not go entirely by default.
