different ports of the same State, Colony,
Protectorate, or territory under mandate
where warehouses are situated, provided
such vessels do not u;o more than five miles
from the shore.
^ No cargoes of arms or ammunition shall i
be shipped on the vessels specified in the
preceding paragraph without a special
licence from the territorial authority, and
all arms or ammunition so shipped shall ,
be subject to the provisions of the present j
Convention.
This licence shall contain all details I
necessary to establish the nature and
quantity of the items of the shipment, I
the vessel on which this shipment is to be |
loaded, the name of the ultimate consignee,
and the ports of loading and discharge. |
It shall also he specified thereon that the ,
licence has been issued in conformity with
the regulations of the present Convention.
The above regulations do not apply—
1 . To arms or ammunition conveyed [
on behalf of the Government, provided ;
that they are accompanied by a duly i
qualified official.
2 . To arms or ammunition in the
possession of persons provided with a

arms are for the personal ustf^off the -
bearer and are accurately described on
his licence.
Article 13.
lo prevent all dlicit conveyance of
arms or ammunition within the zone of
maritime supervision specified in Arti
cle fi (3), native vessels of less than
500 tons burden not exclusively engaged
in the coasting trade between different
ports of the same State, Colony, Pro
tectorate, or territory under mandate, :
not going more than five miles from the
shore, and proceeding to or from any point
within the said zone, must carry a mani
fest of their cargo or similar document
specifying the quantities and nature of
the goods on board, their origin, and-
destination.. This document shall remain
covered by the secrecy to which it is
entitled by the law of the State to which
the vessel belongs* and must not be
examined during tlie proceedings for the
verification of the flag unless the interested
party consents thereto.
The provisions for the verification of
the above-mentioned documents shall not
apply to vessels only partially decked,
having a maximum crew of ten men, and

Article 13.

tonnage iuferieur a 500 tonneaux (jui ne
se livrent pas exclusivement au cabotage
entre les differents ports du meme Etat,
Colonie, Protectorat ou pays soumis a
mandat sans s’eloigner de plus de cinq milles
de la cote et qui sont en provenance ou a
destination d’un point quelconque compris
dans cette zone, devront etre munis d’un
manifeste de cargaison ou d’un document
similaive. specifiant la quantite et la
qualite des marchandises qu’ils trans-
portent, leur provenance et leur destination.
Cette piece continuera a etre couverte par
le secret qui lui est assure par la legislation
de 1 Etat auquel le navire ressortit, et ne
pourra etre examinee lors des operations
de \erification de pavilion, a ]iioins que
1 interesse n y consente.

The volume contains correspondence in the form of telegrams, minutes, and reports concerning arms trafficking after the war. Among the reports in the volume is a report submitted by the Committee of Imperial Defence to the Under-Secretary of State for India, Political Department, India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. . The report discussed the question to further observe the issue of arms trafficking in certain localities such as Maskat [Muscat], the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , Persia, Abyssinia, China and the Far East. Another report was submitted by the Government of India's Foreign and Political Department to the Secretary of State for India discussing the state of arms trafficking in the French possessions in India and the question of reaching an understanding with the French Government. The correspondence in the volume also discussed the question of arms trafficking prohibitions in Arabia, Egypt, Palestine, Syria, Armenia, and Mesopotamia.

The volume includes multiple copies of reports and minutes (ff 166-207) on the interdepartmental conference 'Control of Arms Traffic', held at the India office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. on 24 February 1919. It also includes multiple copies of a document entitled 'Draft Convention for the Control of the Arms Traffic' in both English and French. The following subheadings were covered in the drafted convention:

The conference involved the following powers: the United States of America, Belgium, the British Empire, Chile, Cuba, France, Italy, Japan, Nicaragua, Panama, Poland, Portugal, Siam and Czecho-Slovakia. The correspondence also includes copies of the Arms Traffic Convention signed on 10 September 1919 (ff 7-32).

Among other correspondents in the volume are the War Cabinet; the Secretary of State for Home Affairs, Home Office; the British delegation in Paris; and the Board of Trade.

The volume includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references by year. This is placed at the back of the correspondence.
