A final draft of the Slavery Article
(No- X) of the Persian Treaty and of the Protocol
annexed thereto was sent to the Tehran Legation
under Foreign Office Despatch of 7th June, No. 329, |
on P.Z. 3389/32, flagged. The Minister, was,
however, instructed that until he received an
intimation of the concurrence of the Political
Hesident and of the Government of India in the
territorial waters paragraph of the Protocol he
should not present the draft to the Persians. The
required concurrence has since been received and
Mr. Hoare was informed accordingly in Foreign Office
Despatch of 30th June, No. 374 on P.Z. /32.
2. The Teheran Chancery had in the meantime
raised various points of form and some of substance
in connection with the draft Article and Protocol.

! These are dealt with in Mr. Baxter*s letter of 8th
August below. We are not concerned with the question _
of form. As regards the points of substance, I think ;
we may agree entirely with the Foreign Office and
concur in their draft telegram.
3. ihe points of substance are as follows:-
(a) Paragraph 2. Proposed omission of the word
| "Aratie". This is a survival from the original
British draft which referred in Article II to rt Arab
vessels belonging to the Arab States of the Persian
I Gulf. 1 * The wording of that draft has been
superseded by the wording of Articles II and III of
the present Protocol (text at flag C). It is, on
I the whole, definitely more satisfacooiy from our

point of view, since Persian acceptance of it is an
| additional recognition on their part of our special ,

This volume contains correspondence between British officials concerning agreements between the British and Persian governments related to the suppression of the slave trade in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. . Much of the correspondence is between officials at the Foreign Office, the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and the British Legation in Tehran.

Specifically, the correspondence relates to discussions concerning the drafting of an article relating to slavery in a proposed Anglo-Persian Treaty and the revision of the Anglo-Persian Slavery Convention of 1882. Specific incidents regarding slavery in the region are also discussed intermittently throughout the volume.

In addition to this correspondence, the volume contains several extracts and drafts of agreements (most of which are in French) and the following documents:
