It is not very clear where exactly the Chancery _
contemplate inserting their proposed addition to
draft Article X. The Foreign Office think that it
is intended to come at the beginning of the Article
which would then continue " in these circumstances
the high-contracting parties, etc.” We may agree
with the Foreign Office that for the reasons stated
in their draft telegram the addition is open to,
objection.
4. I attach a draft letter to the Foreign
Office for my signature, if approved.
5. As the Goveriment of India do not seem to
have had the Tehran letter and will not get the
copy sent to them by air mail for another ten days,
there is no point in asking the Foreign Office to
repeat the proposed telegram to India. The points
in issue are in any case of relatively minor
importance.

Much of the correspondence is between officials at the Foreign Office, the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. and the British Legation in Tehran.
Specifically, the correspondence relates to discussions concerning the drafting of an article relating to slavery in a proposed Anglo-Persian Treaty and the revision of the Anglo-Persian Slavery Convention of 1882. Specific incidents regarding slavery in the region are also discussed intermittently throughout the volume.
