the Treaty recognition of Ibn Saud’s
right to issue passports or similar
documents to his subjects, and of
the validity of such documents as
evidence of their hedji or Hejazi
status. For this purpose it would
seem possible to emend the last
■eontonoe- of the first paragraph in
some such form as n and to regard
the lawful possession by liejdi or
Hejazi subjects of papers issued by
His Majesty as proof of their hedji
or Hejazi status". A corresponding
clause ensuring reciprocal treatment
might be included in the second
paragraph after the words " within
the territories of His Majesty"; but
I am to observe that the pilgrim pass
which is issued to all pilgrims ( of
whatever nationality) embarking at

Indian ports, though it is evidence
of nationality ; is not a proper
passport such as is ordinarily
accepted as proof of nationality, and
such as would, presumably, be issued
to his subjects by Ibn Saud. Proper
passports are not required by pilgrims
i proceeding from India to the Kejaz
since, on their return to India, they
are exempted from the operation of the
Regulations made under the Indian
1139b 5000 4/2G
