5. In regard to the registration
of British subjects I am to observe
that there is on the one hand the re
gistration prescribed in Chapter XXVII
of the General Consular Instructions
for British subjects resident in foreign
countries, which is compulsory ( by Ordir
in Council under the Foreign Jurisdiction
Act) in certain countries where His
Majesty’s Government has extra-territorial
rights. On the other hand there is the
question of the registration of pilgrims
( who compose the great majority of 3ri i
subjects a|r any one time in,, but not
"resident in" the Hejaz). It will be
recalled that I r.Bullard 1 s Pilgrimage
Report 1924 expressed doubt as to the
practicability of registering all
Indian pilgrims.

I am to suggest that^in the
light of these considerations, which the
Secretary of State regrets not to have
adduced before^it might be as well to
re-draft Article IV passably after
consultation with '"r.Jordan; and to ask^
that^if this is done, the Secretary of
State may have an opportunity of consult
ing the Government of India on the
redrafted Article.
