General Commanding Division is informed by General Communications that,
presumably with view to demanding compensation for land required for railway
quarters for troops, etc., large numbers of Persian tribesmen are.flocking into
Duzdap to stake out claims there. The only occupant hitherto I understand
has been Saiyid Khan Ishmaelzai with a few patches of cultivation, although
it is believed that the.Reki tribe have a vague claim. Vide Colonel Pepy’s secret
reconnaissance report dated March 28th 1918, paragraph No. 6 . It seems important
that huge claims for compensation should be prevented. I therefore recommend
that, as a temporary measure, Duzdap should be treated as occupied territory
under military administration and General Commanding Division be authorised
to forbid until further orders occupation by any person who is unable to prove
that he was in occupation on or before September 1 st 1918. Hutchinson could go
immediately to report under military authorities on actual occupation up to date
fixed, if this policy is approved. Question of grazing rights can be left for settle
ment later on.
