tance to raUway authorities in buying out all rights by amicable negotiations
Acquisition from tribesmen on these lines should not prove expensive, provided
matter is tactfully handled.
We shall be in a stronger position if Persian Government can be presented
bv us with a fait accompli based on amicable purchase from actual owners, than it
our possession were based on frankly arbitrary acquisition under guise of military
occupation.
