When military authorities raised the question of Dnzdap Hutchinson was on
tour in Sarhad beyond the reach of communication. He now reports that General
Officer Commanding Communications’ telegram on the subject of Persian tribes
men’s fresh claims to land for the purposes of gaining compensation was based
on a tribal incident which took place in October when preparations were made by
an allowance-holder one Jnma Khan to dig karez there. This he was immediately
forbidden to do by Hutchinson and he obeyed without demurring and left Duzdap.
Since then there has not been any attempt to establish claims nor is there likely
to be any. It seems best, in these circumstances, to treat as waste land all un
occupied land in Dnzdap and to occupy area required for onr purposes without
investigating titles which would only attract attention.

A telegram from Agent to the Governor-General, Baluchistan, now says that
influx of tribesmen to stake claims previously reported was based on misunder
standing and that influx is probable.- In the circumstances any upoccupied area
required will be treated as waste land without titles being investigated as atten
tion would only be attracted by such investigation.
This refers to my telegram of 11 th December, No. 2368-S.

The volume includes: a letter from Hugh Shakespear Barnes, Chairman of the Imperial Bank of Persia and a former government administrator in India, dated 29 January 1916 and enclosing an extract of a letter from the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Chagai, Frank Cooke Webb Ware, on the prospects of a railway line from Nushki to the Persian frontier (ff 250-256); a memorandum on the improvement of communications between Baluchistan and the Persian frontier, prepared by Webb Ware, dated 19 February 1916 (ff 184-189); a memorandum on the Quetta to Nushki railway extension, prepared by Webb Ware, dated 6 February 1917 (ff 154-161); the Government of India’s recommendations on the route of the extension, based on their objection to it passing too close to the Afghan frontier (f 116); a note on the Nushki extension railway, prepared by the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Chagai, Major William Gorden Hutchinson, dated September 1918, with details of the distances between stations, and watering and grazing facilities along the route (ff 70-80); copies of a note entitled ‘Trade Routes to Khurasan’ [Khorasan], prepared by Lieutenant B Temple, Vice-Consul at Meshed [Mashhad] and dated 14 June 1919 (ff 12-15, ff 41-57).
