giving of one rupee to my son was displeasing to you. Under what pretence did you mislead
my son, and send me a message from Candahar to give that Province to him, especially since
on a former occasion you begged me to give Herat to Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Mahomed Yacoob Khan ? Con
sidering his conduct, I always kept it in view that, if I gave this short-sighted person either
Herat or Candahar, he would be sure to become distrustful and unsettled, and not only revolt
from Cabul, but plot with the Persian Government, and thus damage my name in the - estima
tion of the British Government. Now you have not given the least thought to these matters,

“ On this the Syud Noor Mahomed Shah attempted some excuses, pleading ignorance,
&c., but his words were not listened to, and the Court was dismissed in that state of anger. - ”
Noor Mahomed vented to the British agent his complaints of the injus
tice which he considered to have been done to him, and said that in not dis
closing what was going on as regards the revenue administration of Candahar,
he was only obeying the Ameer, who advised him not, in fact, to stir up dirty

713. Eventually the Ameer issued the following instructions in answer
to Shere All’s representations :
“ The amount of revenue realized by Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Mahomed Yacoob Khan for himself (in
-i~v. n- „ j t -ioh-i Candahar territory) should be deducted from the
actual demand, and the cultivators should not be
called upon to pay it again. Tuccavee advances should be granted for the cultivation of all
new and old confiscated lands which have been left waste by cultivators on account of their
pecuniary embarrassments. You are authorized to grant the maafee of seventy-five thousand
rupees Indian silver coin also widely used in the Persian Gulf. , which has been proposed for them for some time past to the Bamkzai tribe, or held in
abeyance, according as you consider it beneficial to the Government. You can adopt suitable
measures with reference to the punishment or otherwise of the people of Candahar who have
openly or secretly colluded with Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Mahomed Yacoob Khan.”
714. A messenger from Uslum to his brother Hoossein brought word

“ that Candahar and Herat matters are in a bad way on account of the negligent and dis
honest conduct of the authorities. Also that misappropriation of many lakhs One lakh is equal to one hundred thousand rupees of rupees Indian silver coin also widely used in the Persian Gulf. by
the above authorities will be discovered at the time of their being called upon by the Cabul au
thorities to render the accounts of their Provinces. Further, that ill-feeling has sprung up be

the accounts of Candahar territory, and that, in consequence of several misappropriations of
Government revenue and on account of the above Mirza being too strict in taking the accounts.

715. In the subsequent diaries fresh news followed, of unwillingness on
the part of Shere Ali to exert himself in the collection of the revenue of Girishk
and Zunneendawur, of which 6,00,000 Eupees in Candaharee currency was still
due. The Ameer was much displeased .—[Diary ending 2*1 th February. J
“Theson of Shere Ali arrived in Cabul on the 6th March, waited on the Ameer, and repre
sented that the arrears were attributable partly to the pecuniary embarrassments of the people and
drought of past seasons, and partly to the rebellion of Sirdar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Mahomed Yacoob Khan which has
induced many people to desert their lands. Also, that the report of the a'-ove Mirza regarding
the enhancement of the emoluments of the beneficiaries was untrue as they receive their allow
