States that he has answered letter
of 4 th April on 3rd May and 16th
May by courier leaving 17th instant.
Has communicated with Mr. Alison
thereon, who represents Persians are
averse to any arbitration except ter-
ritorv not yet possessed. They clear-
]y wish settlement at Teheran, and
at present he doubts effecting change
in their sentiments, though directly
opposed to the spirit of his instruc
tions. Proposes reporting further as
Mekran affairs progress, but Commis
sioner only arrived Tuesday. Map and
acquaintance with statu quo in 8 eis-
tan indispensable. While expressing
individual opinion that engineer offi
cer could obtain this at small cost,
wishes to be understood to be per
sonally ready to act as Government
think best.
