tion on the arbitration of the Seistan
frontier.

missioner in Sindh, and suggests that
pending further proceedings, any ag
gressions from the Persian side, either
in Seistan, Mekran or the intervening
country beyond the Persian line of
recognised possessions, should be at
once reported to Her Majesty’s Mi
nister at Teheran.
Enquires when the Ameer of Cabul
will be ready to enter upon Seistan
question.
Asks whether he has done anything,
and what, to settle with Persian Gov
ernment definite basis of Seistan arbi
tration.
In reply to above, states, nothing.
They are waiting to hear whether
Ameer is ready to begin.
Intimates that, before communicat
ing again with Ameer about Seistan,
basis of arbitration must be definite
ly settled. Best arrangement would
be that Afghan and Persian Commis
sioners should, with General Goldsmid
as arbitrator, visit the necessary places
on boundary; the two Commissioners
to lay all needful information before
Goldsmid, whose decision should be
final. Befers him to paragraph 9 of
Secretary of State’s instructions of
9th August 1870, to which Ameer
has already agreed. Hopes he can
arrange for this.

Letter and Enclosures to HM Secretary of State for India, dated 31 October 1871, concerning the settlement of the opposing claims of Persia and Afghanistan to Seistan [Sistan]. The papers lead up to the establishment of a commission of arbitration of the Seistan boundary, under the adjudication of Major-General Frederick John Goldsmid.

The papers cover: précis of correspondence concerning the Perso-Khelat [Kalāt] boundary settlement; background to the dispute between the two countries over the Seistan boundary; correspondence from Goldsmid, setting out a framework for the arbitration, and reporting the progress of negotiations; correspondence from Charles Alison, HBM's Minister at Teheran [Tehran], reporting the attitude of the Persian Government; a reported increase of Persian forces in Seistan, June-July 1871; instructions for the commencement of survey work in the area; British action to induce the ruler of Afghanistan to abstain from hostilities; and a letter from the Viceroy to the Amir of Cabul [Kabul] concerning the Seistan arbitration, 31 October 1871.
