Informs, the King says that it would
he difficult to settle the Seistan ques
tion satisfactorily, unless General Gold
smid went there first and came hack
with a map. He is afraid that they
will not consent to arbitration. In the
meantime General Goldsmid is staying
there, pending the formal conclusion
of the Perso-Khelat boundary question,
but is very desirous of starting, to
enable him to leave London by the
20th October for Seistan.
In reply to above, strongly depre
cates any departure from Seistan
basis prescribed by Secretary of State,
with concurrence of the Poreign Office,
in instructions to General Goldsmid
dated 9th August. States Ameer has
already consented, and it is very
doubtful whether he will agree to any
other basis. Persian interests will he
as effectually secured thereby as by
any other means, and in present con
dition of Afghanistan, alteration of
arrangements already approved by
Her Majesty’s Government extreme
ly undesirable.
States that, on complete conclusion
of Mekran boundary, he can go
home, provided he can he back in Te
heran early in November.
Thanks for second telegram. Pur
poses reaching Punder Abbass about
22nd November, to he in Seistan be
fore Christmas and meeting Captain
Lovett and Persian Commissioner with
establishment twelve stages inland.
States that, after having consulted
Mr. Alison on Seistan arbitration, and
ascertaining the views of the Persian
Government, his opinion is that the
better plan would be to accept their
own proposal, to inspect locality,
making map, and returning to Tehe
ran,—a proceeding which, in respect
of the Mekran boundary, has virtually
amounted to arbitration; the Persian
Government would, in such case,
willingly receive an Afghan Commis
sioner with the other at Teheran.
He (General Goldsmid) exercising
good offices of England, would pro
pose the settlement, and no decision
would be final until approved by the
Ameer. Were Mr. Alison to propose
an unbinding arbitration in the sense
of his instructions, they might accept
the procedure, but not the results.
