to this reasonable course, and that
the Commissioners would be thus
enabled to make at once the necessary
preparations for their journey. Mirza
Maasum Khan will again be the
Persian Commissioner.
His telegram of 13th. Under
stands arrangements to which Persia
is willing to agree are, that General
Goldsmid, with Persian and Afghan
Commissioners, is to proceed to Seistan.
When three are together, it will be for
Persian and Afghan Commissioners
respectively to state and substantiate
their claims, and, if local enquiry is
necessary, Commissioners may proceed
to any point and take map of any dis-
tricts. The two Commissioners will
then set forth the conclusions which
they maintain, and General Goldsmid,
weighing evidence and arguments, will
submit arbitral opinion to Persian and
Afghan Governments. Commis
sioners will then proceed to Tehe
ran, where acceptance of arbitral
opinion will be awaited. Should
either Government not agree, refer
ence will be made to Her Majesty’s
Secretary of State for Foreign Affairs,
whose decision will be final, and to
which both Governments will bind
themselves beforehand to agree and
abide by. This appears in accord
ance with his telegram and with
Shah’s statement to him at interview
on 23rd July 1870. If this be fully
understood, no difficulty anticipated
with Ameer.

Desirable, if possible, not to have
Maasum Khan as Commissioner.
To do his best to get some other man
nominated.
Our impression about Maasum is
that, although he made himself dis
agreeable in Mekran through fear of
responsibility, he made himself useful
in Teheran by enlightening his Court
on the real state of affairs there, and
that General Goldsmid would not at
all oh feet to have him for colleague.

Letter and Enclosures to HM Secretary of State for India, dated 31 October 1871, concerning the settlement of the opposing claims of Persia and Afghanistan to Seistan [Sistan]. The papers lead up to the establishment of a commission of arbitration of the Seistan boundary, under the adjudication of Major-General Frederick John Goldsmid.

The papers cover: précis of correspondence concerning the Perso-Khelat [Kalāt] boundary settlement; background to the dispute between the two countries over the Seistan boundary; correspondence from Goldsmid, setting out a framework for the arbitration, and reporting the progress of negotiations; correspondence from Charles Alison, HBM's Minister at Teheran [Tehran], reporting the attitude of the Persian Government; a reported increase of Persian forces in Seistan, June-July 1871; instructions for the commencement of survey work in the area; British action to induce the ruler of Afghanistan to abstain from hostilities; and a letter from the Viceroy to the Amir of Cabul [Kabul] concerning the Seistan arbitration, 31 October 1871.

The Enclosures are dated 25 March - 31 October 1871.
