In answer to above, states that reply
regarding Seistan is a matter of great
urgency. In daily expectation of
hearing from him.
States the Persian Government
will not depart from the position
taken up on the strength of Earl
Russell’s despatch dated 5th Novem
ber 1868, that is to say, they will not
consent that their actual possessions
in Seistan should be discussed or dis
turbed, and they will agree only that
our arbitration should have effect over
those places which are not actually
in their possession, our Commissioner
reserving his final opinion until his
return to Teheran. The Persian Gov
ernment make negotiation otherwise
to Commissioner meeting localities,
hearing evidence, and drawing up
maps.
States the King has received intelli
gence of the advance of an Afghan
force against Persian Seistan, and
begs that the Viceroy will induce the
Afghan ruler to abstain from hosti
lities during the operations of the
settlement. He said that he would
send his message, but that he report
ed that Shah had refused the arbitra
tion which the Afghan ruler had
accepted, and he was not aware of the
present intention of Her Majesty’s
Government respecting a commission.

The papers cover: précis of correspondence concerning the Perso-Khelat [Kalāt] boundary settlement; background to the dispute between the two countries over the Seistan boundary; correspondence from Goldsmid, setting out a framework for the arbitration, and reporting the progress of negotiations; correspondence from Charles Alison, HBM's Minister at Teheran [Tehran], reporting the attitude of the Persian Government; a reported increase of Persian forces in Seistan, June-July 1871; instructions for the commencement of survey work in the area; British action to induce the ruler of Afghanistan to abstain from hostilities; and a letter from the Viceroy to the Amir of Cabul [Kabul] concerning the Seistan arbitration, 31 October 1871.
