His telegram of 12th. Ameer
already advised to abstain from hosti
lities. He will only defend his fron
tier, and has invited British arbitra-
tion.. Only obstacle to peaceful solu
tion is Persia’s disinclination to accept
British arbitration on basis approved
by Home Government. If Shah agree
to proposals made, Ameer wilf be
communicated with at once.
Forwards extract from a telegram
from Her Majesty’s Minister at
Teheran regarding reported move
ment of Afghan troops on the Seis-
tan frontier, and requests that en
quiries may be made through the
agent at Cabul whether there is any
truth in the report.
General Goldsmid telegraphs from
Harrow, via Teheran. Should like
gunboat, if available, to take him from
Aden, 15th November, to Bunder
Abbass, also apothecary to accompany
thence to Seistan, where he could join
medical officer with Colonel Pollock.

The Shah is greatly alarmed at the
attitude of the Afghans, and desires
that the Yiceroy will stop their ad
vance. He has repeated the old
assurance of accepting British arbi
tration. Mr. Alison has said that it
would be useless for him to convey
any assurances on this subject, unless
they were clearly such, as the British
Government have no absolute autho
rity over the Afghans. He has sent
in a draft form of acceptance.
Deports that the King has accept
ed the arbitration of the British Gov
ernment in regard to Seistan, and
states the basis on which the arbitra
tion is to proceed.

Letter and Enclosures to HM Secretary of State for India, dated 31 October 1871, concerning the settlement of the opposing claims of Persia and Afghanistan to Seistan [Sistan]. The papers lead up to the establishment of a commission of arbitration of the Seistan boundary, under the adjudication of Major-General Frederick John Goldsmid.

The papers cover: précis of correspondence concerning the Perso-Khelat [Kalāt] boundary settlement; background to the dispute between the two countries over the Seistan boundary; correspondence from Goldsmid, setting out a framework for the arbitration, and reporting the progress of negotiations; correspondence from Charles Alison, HBM's Minister at Teheran [Tehran], reporting the attitude of the Persian Government; a reported increase of Persian forces in Seistan, June-July 1871; instructions for the commencement of survey work in the area; British action to induce the ruler of Afghanistan to abstain from hostilities; and a letter from the Viceroy to the Amir of Cabul [Kabul] concerning the Seistan arbitration, 31 October 1871.
