A translation of the memorandum^ from the Minister for Foreign
Affairs is subjoined, together with copies
of a reportf from Mr. Ougley, and of a
telegramJ which I addressed to the Viceroy
of India, conveying the assurances of the'
Persian Government.
I beg to observe that the delay on the part of the Persian
Government to reply to communications of this grave nature is
unjustifiable, and, taken with the antecedents of the Emir of Kayen,
calculated to excite suspicion ; while, on the other hand, advices re-
ceived to-day from Meshed, up to the 24th June, make no allusion to
the reported increase of the Persian forces in Seistan, or to the
intention of their commander to take Lash and Jo wain.

^pyices have just been received at Simla from Candahar that the Persian
force in Seistan has been increased, and that the Persian commander intends
taking Iiash and Jo wain.
The British Minister would be glad to know, for the information of the
Viceroy of India, whether the Persian Government has reason to believe that
there is any truth in the above statement.
Translation of a memorandum from Mirza Saeed Khan, to Htt Britannic Majesty's Minister
at Teheran,—dated the 30M June 1871.
Mirza Ibrahim has delivered to this department the memorandum from
the Legation of the 29th instant, respecting the news which has been received
regarding Seistan, &c. Such reports not having been received at this Office, the
said memorandum will be immediately forwarded to His Majesty the Shah, and
whatever answer is received will be communicated at an early opportunity to the'
Legation.

Mr. Alison wants you to ask Mirza Saeed Khan again whether he has
received an answer to his memorandum respecting Lash and Jowain, and to say
that if Mr. Alison does not get an answer in the course of to-morrow, he will send
himself to the royal camp.
Memorandum from Mirza Jan Ibrahim, to Her Britannic Majesty's Minister at Teheran,—
dated the Qth July 1871.
The evening before last and yesterday morning that I had other business
with Mirza Saeed Khan, I also asked for the above answer. A verbal reply was
received that he would send an answer himself yesterday afternoon. I communicated
the enclosed note from Mr. Ougley (5th July). The answer was—“ Give my com
pliments, I will send a reply myself. 5 * Early this morning I have sent another
gholam. In fact, I am pressing for a reply myself.
