Should !t not come His Excellency Mr. Alison is at liberty to act in any w ay
e considers propei _ But before receiving an answer from the camp, you can assure
His Excellency this much, that it is not possible for the Persian Government
to march troops upon Lash and Jowain of Afghanistan. As for my waitinp 1 for
a reply from the camp, it is merely following out the usual custom, or else this
department could have given the. above assurance to the Legation (beforehand),
x alse or ill-founded rumours certainly ought not to cause anxiety.

As the Minister for Foreign Affairs has not sent me the promised reply to
my communication respecting the reported designs of Persia on Lash and Jowain,
I have to instruct you to proceed at once to the King’s camp at Lar and deliver
the accompanying letter to the- Motemed-ul-Moolk. Tell His Excellency that
these matters admit of no delay, and if you do not get a satisfactory answer
within two days, you will take leave of the Yizier and come back.
Translation of a letter from C. Alison, Esq., c. b., Her Britannic Majesty’s Minister at
Teheran, to the Motemed-ul-Moolk, —dated the 7th July 1871.
A week ago on the receipt of intelligence from India that advices had been
received that the Persian forces in Seistan had been increased, and that the Persian
commander intended taking Lash and Jowain, I had the honor of addressing
an official communication to the Minister for Foreign Affairs with the view of
eliciting a statement on the subject on the part of the Persian Government for
communication to the Viceroy of India. I had hoped that on a question of this
gravity a prompt reply would have reached me ; but I am informed by the
Minister for Foreign Affairs that His Majesty the Shah has not yet issued any
orders on the subject. His Excellency, I understand, is suffering from severe
indisposition ; and I beg to express the hope that a reply to my memorandum
may not be longer postponed by him.

Translation of a letter from the Motemed-ul-Moolk, (Yahia Khan), to Her Britannic
Majesty's Minister at Teheran,—received 9th July 1871.
Mr. Ougley has delivered to me Jan Ibrahim’s note. I submitted it to His
Majesty, who was pleased to order me first to enquire after Your Excellency’s health,
and secondly, with reference to the report of the increase of the Persian force in
Seistan and the intention of its commander to take possessioon ot Eash and
Jowain as stated by you ; to inform you that, undoubtedly, by this time the Eoreign
Office has communicated His Majesty’s reply. His Majesty has, moreover, desired
me to re-assure Your Excellency on this matter, as the Persian Government has
never entertained the idea, nor does it do so now, of taking even the smallest

Letter and Enclosures to HM Secretary of State for India, dated 31 October 1871, concerning the settlement of the opposing claims of Persia and Afghanistan to Seistan [Sistan]. The papers lead up to the establishment of a commission of arbitration of the Seistan boundary, under the adjudication of Major-General Frederick John Goldsmid.

The papers cover: précis of correspondence concerning the Perso-Khelat [Kalāt] boundary settlement; background to the dispute between the two countries over the Seistan boundary; correspondence from Goldsmid, setting out a framework for the arbitration, and reporting the progress of negotiations; correspondence from Charles Alison, HBM's Minister at Teheran [Tehran], reporting the attitude of the Persian Government; a reported increase of Persian forces in Seistan, June-July 1871; instructions for the commencement of survey work in the area; British action to induce the ruler of Afghanistan to abstain from hostilities; and a letter from the Viceroy to the Amir of Cabul [Kabul] concerning the Seistan arbitration, 31 October 1871.

The Enclosures are dated 25 March - 31 October 1871.
