Assuming, keeping to the data, which serve to determine the profitableness
of the A lex an dropol - Erivan line, the expenditure independent of traffic at 1,500
roubles a verst, and the expenditure dependent on traffic at 5 roubles per train
verst, we shall get 302 X 1,500 -j- 220,463 x 0’50 — 563,231 roubles.
The net receipts, 841,570 — 563,231 = 281,339 roubles, or 1*58 per cent,
on a capital of 17 , 788,465 roubles.
Notwithstanding the small profit, the projected line is extremely impor
tant for Russia : first, strategically and politically; secondly, because its yield will
undoubtedly exceed that calculated, seeing that the scale of traffic assumed is
that which now takes place with exclusively pack-animal roads; thirdly, because
its construction will put an end to the imports of foreign goods from west and
south; and fourthly, because this line will increase the takings of the Kars
branch, and in general of the whole Trans-Caucasian Railway.
The Direction from Allat to Resht,
In examining the profitableness of the line from Allat to Resht, 345 versts
in length and costing 15 , 358,250 roubles, we will have in view the quantity of
goods "brought by sea during the last five years from 1894 to 1898 :—

For the purposes of this calculation the figures for the imports and exports
of Astrakhan are not taken into consideration at all, bearing in mind that part
of the freights will nevertheless go by sea, and from the Baku freights we
deduct 298,800 poods, which now pass through the custom-house of Astara and
the town of Ardabil to Tabreez.
For conveyance by the projected line there will remain 8 , 082 , 600 —
298,800 = 7 , 783,800 poods of goods, at a rate of one-twentieth of a copeck,
bearing in mind sea freights, and with a run of 345 versts.
1 , 500,000 poods of local goods, with a rate of one twenty-fifth of a copeck
and a run of 150 versts.
Passenger traffic we shall assume at not less than 100 persons a day, at a
rate of 1*25 copecks per verst.
At these rates the line will have the following yield :—
7,783,800 x 345 1,500,000 X 150
+ 345 X 1-26 X 100 x 365 = 1,690,111 roubles.

This part contains papers mostly relating to British interests in Persia [Iran] and the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. .

It includes a copy of the Board of Trade Commercial Intelligence Committee ‘Report received from Mr. H. W. Maclean, the Special Commissioner appointed by the Commercial Intelligence Committee of the Board of Trade, on the conditions and prospects of British trade in Persia.’

A handwritten note at the front of the file, on folio 5, states ‘Spare copy of notes & correspondence of the “Helmand Control” file (with maps)’. Folio 110 consists of handwritten notes, including one dated 27 April 1904, which states ‘The secret Helmand papers have been printed up, and a set, with necessary maps, is submitted for H.E. the Viceroy to take to England.’ Much of the file concerns the question of controlling the water of the Helmand river and irrigating its whole delta, and the work of the Seistan Arbitration Commission to arbitrate between Persia and Afghanistan on the question of rights to the water of the Helmand in Seistan.

The file also includes reports by W A Johns on reconnaissances of potential railway routes made while he was attached to the Seistan Arbitration Commission, and other papers relating to railways and roads in Persia.

The file also includes: brief handwritten notes written by Curzon on headed paper belonging to the Viceregal Lodge, Simla, relating to Seistan and to Lord Kitchener’s planned reforms for the reorganisation and redistribution of the Indian Army; and a printed copy of the report ‘A Note by Major H.L. [Herbert Lionel] Showers, C.I.E., on the present state of affairs in Kelat and a review of the system of Administration now being pursued.’
