Telegram to the Political Agest at Maskat, dated the 21st October 1903.
Replies to his letter of the 4th October 1903, and says the Viceroy 'will receive an address from
British Indian subjects at Ma skat if suitably presented in a casket. Asks for a copy tn
advance. Gives details of visits, etc.

I am hoping to get some more details of the Viceroy’s visit by to-morrow's mail, and wish
it was possible to devise more means than I can now think of to do him honour. Short,
however, of considerable expenditure on the Sultan’s part, it is difficult to think of anything
practicable, and in the present state of his finances I do not think that course would be
approved.

20 th) October 1903 .
Refers to his telegrem of the 10th October and says that the Shah has deputed the Governor
General of Ears to proceed to the
Persian Gulf

Ilis Majesty and that he will meet His Excellency at Bunder Abbas. Enquires as to the
correct etiquette in respect to official visits and salutes when the Viceroy is in foreign
territory. Siiggests that some decoration may be conferred on Ala-ed-Bowleh, if His
Excellency contemplates any exchange of decorations.
Colonel KembalVs demi-ojfficial letter of the 8th October.—As the Governor-General of
Pars is to meet His Excellency at Bunder Abbas, there will be no need for the Deputy
Governor to be received. The Governor-General of Ears should presumably visit His Ex
cellency the Viceroy, who will perhaps return the visit. (It will be seen that Colonel
Kemball is doubtful about the propriety of the Viceroy’s returning the visit of a Governor.)

however, is that a salute o£ 31 guns should be fired on His Excellency’s arrival, and that the
Governot-ueneral should pay the first visit. The question of returning the Governor-

This part contains papers mostly relating to British interests in Persia [Iran] and the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. .
It includes a copy of the Board of Trade Commercial Intelligence Committee ‘Report received from Mr. H. W. Maclean, the Special Commissioner appointed by the Commercial Intelligence Committee of the Board of Trade, on the conditions and prospects of British trade in Persia.’
A handwritten note at the front of the file, on folio 5, states ‘Spare copy of notes & correspondence of the “Helmand Control” file (with maps)’. Folio 110 consists of handwritten notes, including one dated 27 April 1904, which states ‘The secret Helmand papers have been printed up, and a set, with necessary maps, is submitted for H.E. the Viceroy to take to England.’ Much of the file concerns the question of controlling the water of the Helmand river and irrigating its whole delta, and the work of the Seistan Arbitration Commission to arbitrate between Persia and Afghanistan on the question of rights to the water of the Helmand in Seistan.
The file also includes reports by W A Johns on reconnaissances of potential railway routes made while he was attached to the Seistan Arbitration Commission, and other papers relating to railways and roads in Persia.
