R.I.M.S. BARDINGE, the 28 th November 1903 .
Visit of His Excellency the Viceroy and Governor-General of India to Koweit.
His Excellency the Viceroy and Governor-General will arrive at Koweit by the R.I.M.S.
Hardinge at 10-30 a.m., on Saturday, the 28th of November 1903, accompanied by the East
Indian Squadron. On the men-o£-war approaching the front of the harbour opposite the town
the Sheikh’s batteries will fire a salute of 31 guns.
There was a hitch about this, as the tide did not ^ deputation consisting of the Sheikh’s eldest
son and the
Wazir
Minister.
will come off at 11 a.m.
to enquire after His Excellency’s health and to
ask when His Excellency will be pleased to
receive the Sheikh. The deputation will be received by the Foreign Secretary.
At 3 p.m., on Saturday, the 28th November, His Excellency will receive a visit from the
Sheikh of Koweit on board the Hardinge. Guards will be paraded on the Fomone which
will accompany the llardinge to the inner anchorage.
The Sheikh will be accompanied by three of his officials. He will be met on arrival by the
Foreign Secretary and the Resident in the Gulf
He only brought his eldest son. an( j an Aide-de-Camp, who will conduct him

His Excellency will receive the Sheikh standing and show him to a seat at his right hand.
On the right of the Sheikh will sit the Resident in the Gulf and the Sheikh’s
attendants.
On the left of the Viceroy will sit the British Minister, the Foreign Secretary, the
Private and Military Secretaries to the Viceroy, and His Excellency’s personal staff.
After a short conversation the Sheikh’s son will be presented. The khillats for the Sheikh
and his son will be conferred and the interview will then terminate.
The Sheikh will leave the Hardinge with similar ceremonies to those observed on his
arrival. A salute of 5 guns will be fired from the ship on his departure.
Undress uniform will be worn.

At 10 a.m. on 29th November His Excellency the Viceroy will leave the Hardinge
under a salute of 31 guns from the Pomone and will visit the town. His Excellency will
be received at the landing-place by the Sheikh, who will personally escort him during his visit
which will include an informal reception at the Sheikh’s house, where a salute of 3 i guns will
be fired on the arrival of His Excellency.
At 3 p.m. on 29th November the Sheikh will pay a private visit to the Viceroy.
His Excellency will leave the port at 10 p.m. on the Lawrence on 29th November.

It includes a copy of the Board of Trade Commercial Intelligence Committee ‘Report received from Mr. H. W. Maclean, the Special Commissioner appointed by the Commercial Intelligence Committee of the Board of Trade, on the conditions and prospects of British trade in Persia.’
A handwritten note at the front of the file, on folio 5, states ‘Spare copy of notes & correspondence of the “Helmand Control” file (with maps)’. Folio 110 consists of handwritten notes, including one dated 27 April 1904, which states ‘The secret Helmand papers have been printed up, and a set, with necessary maps, is submitted for H.E. the Viceroy to take to England.’ Much of the file concerns the question of controlling the water of the Helmand river and irrigating its whole delta, and the work of the Seistan Arbitration Commission to arbitrate between Persia and Afghanistan on the question of rights to the water of the Helmand in Seistan.
The file also includes reports by W A Johns on reconnaissances of potential railway routes made while he was attached to the Seistan Arbitration Commission, and other papers relating to railways and roads in Persia.

The file also includes: brief handwritten notes written by Curzon on headed paper belonging to the Viceregal Lodge, Simla, relating to Seistan and to Lord Kitchener’s planned reforms for the reorganisation and redistribution of the Indian Army; and a printed copy of the report ‘A Note by Major H.L. [Herbert Lionel] Showers, C.I.E., on the present state of affairs in Kelat and a review of the system of Administration now being pursued.’
