Dated Bombay, the 13th March 1905.
Prom— C. H. Hill, Esq., C.I.E., Secretary to the Government of Bombay From c. 1668-1858, the East India Company’s administration in the city of Bombay [Mumbai] and western India. From 1858-1947, a subdivision of the British Raj. It was responsible for British relations with the Gulf and Red Sea regions. , Political Department,
To— S. M. Fbaseb, Esq., C.I.E., Officiating Secretary to the Government of India, Foreign Department.
Please see Foreign Department memorandum No. 891-E.A., dated the 2nd March 1905,
forwarding copy of a correspondence relating to the Commercial Mission to Persia.
Is there any objection to a copy of these papers being supplied to the Chamber of Com
merce, Bombay.
With the endorsement quoted above the following were forwarded to the Bombay
Government 1
( 1 ) Letter from the Upper India Chamber of Commerce, Cawnpore, dated the 17th
November 1904, with enclosures.
( 2 ) Letter from the Upper India Chamber of Commerce, Cawnpore, dated the 26th

(5) Letter to the Upper India Chamber of Commerce, Cawnpore, No. 689-E.A., dated
the 16th February 1905.
2 . It will be seen that the above includes all Mr. Newcomen’s reports, and, as the Bombay
+ Pro. No 166 in External A., October 1904 , Nos. Chamber saw fit to withdraw t their delegates
49 - 177 . on the pretext that their liabilities were indefinite,
and that Government were unable to undertake the responsibility of and do all the catering
for tbe members of the Mission, it is hardly reasonable that they should be supplied with
such correspondence as would enable them to reap the fruits of the result of the labours of
others.
8 . Tn reply the Bombay Government may be informed that the Government of India
would prefer that the correspondence should not be communicated to the Bombay Chamber.
Draft put up.
G. M. C.,—17-3-05.
E. L. N.,—18-3-05.
I am inclined to think the Upper India Chamber should be consulted the matter being
left perfectly open to them. I mean that they should not be merely formally asked if
they have any objection.
£0-3-05. A. F. Fremantle.
I think that the draft put up by the office might issue at once saying that the Govern
ment of India would prefer that these papers should not be communicated to the Chamber.
(If hereafter we get from Mr. Gleadowe Newcomen a consolidated report of his proceedings,
in a form suitable for publication, copies of this could be sent to the Bombay Chamber as
to other public bodies )
