The Govt, of India realise at last that they cannot
simply abandon Kars and Kaeam to anarchy, but they make no
suggestion for permanent measures to prevent that result,
beyond saying that they cannot agree to the re- introduction of
Swedish officers,
I turn noN» to the question of the Bushire-Shiras road
and the hinterland. And first, it should be repeated once more
that the situation there is not one created by the ear. It ^as
\
always there, and in the 10 years preceding the ear it ^as
steadily becoming more acute. The root of the evil is economic.
It is the interest pi the Persian and British Governments to
keep the trade route open and free. It is the interest oi the
tribesmen to keep it open at a very heavy price. The tribesmen
must live. Agriculture has been steadily decaying for years
past, and the mule-po^er of Kars has been steadily declining.
There are no other means of livelihood for the sedentary
population. The chiefs both of the migratory and sedentary
tribes nish to line their pockets. Neither the Persian Govt,
nor have ever seriously grappled with the situation, e
have taken a number of half meaures, which have irritated every
body and brought ourselves into disrepute, until British
prestige reached zero when the Central Indian Horse c^me down
from Shiraz to Bushire escorted by the Swedish gendarmerie.
Upon such a situation the war supervened, and gatre the Germans
their chance.
Three measures are necessary to restore security and
prosperity permanently in Kars and the Bushire hinterland.
(1) A military expedition by ourselves or the Persian Govt, into
the hill country to inflict condign punishnent on the tribes,
(2) The establishment of a force of gendarmerie which will keep
