If all had gone veil, ve might, under cover of the
var, have done something in all three directions. As it is, they
are counsels of perfection. But my point is that, in vie*; of the
past, ve cannot afford to drav a sponge over the slate, as the
Government of India have before nov vanted to do. It there is
to be any semblance of security in Pars and the hinterland, ^e
must demonstrate our pover and intention to make ourselves felt.
It is quite true that since the beginning of the var even the
Persian tribesman has learned to look ahead, and il the vsr in
Europe is carried to a victorious military conclusion he vill not
be so sceptical bf our pover. But he has long arrears of scepti
cism to vork off, and the vithdraval of our troops and abandonment
of the S.P.R. vill not assist the process. Moreover, as Sir P.
Cox points out in his telegram of 19th Aug., if, after all the
preparations that have been openly made, ve do nothing effective,
our prestige vill sink lover than ever. The prograiine outlined
in Bushire telegram 1106 is, therefore, I believe, the minimum tnat
vill suffice, ^d there is nothing in it inconsistent vith our
nev policy. The three Khans, it must be remembered, have been
outlaved by the Persian Government themselves, and it is only
through Wassmuss’s intrigues and the veakness of the Central Govt,
that they have been able to maintain their position. r ihe idea of
sending them to Kerbela or fie jet is excellent. On the vay there
they vill see plenty of British pover; they vill learn something
of the advantages of security and prosperity under British influence;
and at Me jet (vhere the leading Ulema are nov all friendly) they
tiill be told hov the British Govt, cieals vith rebels.
