. , L It is reported from a reliable source that the Russian Consulate has received
in ormation that a Chief Soviet Russian Directorate ” has been formed in Moscow

2. Krasnovodsk, IQtJi Reference Diary No/30, paragraph 4. There
has been more trouble amongst the workers at the oil wells, who demanded that
working hours should be decreased. They succeeded in their demands, and work
ing hours were reduced to 8 hours a day, when the men resumed work. Subse
quently eleven Mensheviks were arrested for having instigated the trouble, and they
were afterwards shot.
3. Lutfabad, 15th September.—A train carrying 300 troops, 2 guns, and with an
armoured wagon, passed on the 13th instant, going towards Krasnovodsk.
4. Kushk, dth September. —Large quantities of stores from Merv are bein^
accumulated m the forts. The local harvest, which is said to have been good, has
also been collected and stored. The forts are still closed to all except military and
government servants. J
5. There is no traffic to or from Afghanistan via Kushk. It is necessary to be
in possession of a permit from Tashkent or Moscow to cross the frontier at this
point. Afghan and Russian frontier officials are not on visiting terms.
1 6. Orders have been received from Moscow to the effect that Ottoman Turks
(must not be allowed across the frontier without permission from Moscow.
_ 7. Charpui, 7th September. There are 7 steamers in the river at Chariui, also
2 m dock and one the “ Lenin ” aground and deep in mud. No efforts are bein<r
made to salvage the latter. Most of the steamers carry guns and machine guns°
and travel to Retro Alexandrovsk and Kirki. In addition there are 20 boats
(probably barges) for carrying supplies up and down stream. 12 pontoons and 150
men recently arrived from Termez to be held in emergency, in case of damage to the
Lharjui Bridge, either by rebels or flood waters.
8. Rebels have been driven off from the vicinity of Charjui but the Turkomans

Kwakvl, 11th September. Rebels attacked the villages near Karakul on
the 6th September, and carried off supplies.

feared that the coming winter will be a very severe time for the people', as most of
their corn has been commandeered by the Russians.
