Meshed Intelligence Diary No. 23 for the period ending the 24th July 1922.

1. Husain Agha Khan, Mir Lashkar (Commander of the 3rd Division, Persian
Army), arrived at Kuchan from Meshed on the 17th July. He is to proceed to the
frontier on a tour of inspection.
Afghanistan. ,
2. Reference Diary No. 18, paragraph 29. The Afghan Consul General, Meshed,
states that the Afghan Consul for Taskhent is in Herat, and about to return to
Tashkent. It is understood that he got into trouble for advising Afghans to leave
Turkistan, and was encouraged to go himself.
Transcaspia.
3. The Persian Consulate at Askhabad is still closed, and Lutfabad agent
reports (14th July) that the Russians state that when the Persians allow a Russian
Consul to go to Sistan, their Consul at Askhabad may re-commence work.
4. Refugees continue to be evacuated from Turkistan through Krasnovodsk.
On the 15th July a train of 32 wagons filled with these people passed Lutfabad.
The refugees were not‘allowed to leave the train when in the station, as they were
crying out about the treatment received from the Bolsheviks. Reports show that
there has been a general decrease of sickness, consequent on the evacuation of
refugees.
5. Reference Diary No. 22, paragraph 25. Reports are coming in from all parts
of Turkistan that the Russians are commandeering nine-tenths of the harvest.
6. 1,200 troops of the 3rd Kiev Army passed Lutfabad on the 15th July from
Krasnovodsk, proceeding to Kushk and Takhta Bazar. The majority of the troops
were young and physically unfit, and all were badly clothed. The trains carried
4 guns, 22 field kitchens and 30 carts.
I. Kizil Arvat, 12th July. —A branch of the Kizil Arvat Propaganda Depart
ment has been established at Kara Kala. A wireless installation is also reported
as having teen sent to the same place.
8. Ali Zada, who was President of the Adalat Committee in Askhabad, and was
recently appointed Governor of Krasnovodsk, has been murdered by Persians. He
was given the appointment, on account of his anif-Islamic and <mZz-Persian views.
The body was taken to Askhabad and given a military funeral.
9. Kaakha, 10th July. —Frontier guards have been increased to prevent
smuggling from Russia to Persia. It is extremely difficult to get anything across
the frontier without the consent of the Russians.
10. The Chief of the Propaganda Department is Muhammad Husainoff.
Agents return from Meshed almost daily to submit their reports for Tashkent. _
II. Persian Sarakhs, 20th July. —Haji Quile’s band left the vicinity of
Russian Sarakhs for Tejend. They encountered 300 Russian troops with 3 guns,
and a skirmish ensued in which both sides lost several men killed. The rebels
fled to the desert.
12. Merv, 10th July. —The Russians are making every effort to forcibly
enlist all Turkomans in the Merv area in order to prevent them joining Haji Quli’s
and other bands between Merv and Takhta Bazar.
13. Takhta Bazar, 8th July. —Turkomans are raiding and killing in the
district. When Russian troops are sent against them, they retire into Afghanis
tan.
Bokhara.
14. A Bokharan who left Hissar on the 17th, June, states that letters pass
between Enver Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. and Khiva, Bokhara, Samarkand and Tashkent. He also
