1. With reference to the reported hostilities between Russia and Afghanis
tan, the Russian Consulate at Meshed is propaganding to the effect that the
concentration of troops on the Afghan frontier is for a march on India vid
Afghanistan, and that according to an agreement existing between Russia and
Afghanistan, the latter is to make a show of resisting the entrance of Russians
to Afghanistan. The Russian Consul prophecies that British troops will be sent
to Sistan, in order to check the advance of the Russians to India. Reports show
that these statements are also current on the Russo-Persian frontier.
2. The Russian Consul told the Afghan Consul-General in conversation,
that in the event of British troops being sent to Sistan the Russians would
concentrate their troops on the Persian frontier north of Meshed, and would
even send troops to Meshed.
Afghanistan.
3. A new arrival from Bairam Ali, who left that place on the 15th June
states that the Afghans addressed a note to the Russian Turkestan Government
demanding the following : — < ^ A
(a) Evacuation of Kushk, Takhta Bazar and country up to Yolatan, by ' hjt^r f>v

(b) Surrender to the Afghans of Abdul Azim, who robbed Afghan h
subjects of 40,000 sheep.
(c) Return of the property of Afghan subjects confiscated during the
revolution.
4. The Afghan Consul-General has heard that Nadir Khan
Maimana on his tour of inspection ; also that the Russian Consul
under arrest.
5. Afghan troops with guns have been sent from Herat to the frontier, and
martial law prevails in Herat.
6. Further reports from Kushk vid Sarakhs state that the Afghans lost 30
men killed by the bombs from Russian aeroplanes, and the Russians lost 90 men
killed in the attack on the 10th instant. The Amir Lashkar has heard from
Sarakhs that the Afghans have entered Kushk. He has telegraphed for confirm
ation. Fighting is also reported at Takhta Bazaar.
Transcaspia.
7. The Persian Consul at Askhabad has been arrested for sending false reports
to Meshed about cholera existing in Askhabad.
8. Colonel of the Russian General Staff, Kameneff, and General Brussiloff
have arrived at Kushk. Kameneff inspected the Kushk forces on about the 13th
instant, and then left for Termez vid Charjui. Both these officers are to remain
on the Afghan frontier.
9. Headquarters of the Russian forces from Krasnovodsk to Charjui are at
Merv, and will remain there for the present.
10. Russians are increasing their garrisons on and near the Persian frontier.
The latest reports are as follows : —Kara Kala, 1,000, Firuza 1,000, Bagir 200,
Laghir (on Central Asian Railway between Askhabad and Bazmain) 400, Gashi
(near Askhabad) 250, Gaudan 350, Artik 150, Dushak 500, Russian Sarakhs 500.
11. 2,400 Russian and Muhammadan troops from Krasnovodsk passed
Lutfabad between the 14th and 20th June. Trains also carried 2 guns,

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
