Meshed Intelligence Diary No. 14, for the period ending 22nd May 1922.
Transcaspia.
1. Reports from Lutfabad and Kaakha show that Bolshevik troops are still
passing these places, going east to Kushk or Bokhara. On the 9th May, a train
passed carrying 600 troops and 4 machine guns from Krasnovodsk for Karshi.
On the same day 800 troops went by for Kushk, some of whom said they had
arrived at Krasnovodsk from Astrakhan.
2. Only military and supply trains are ruunning from Krasnovodsk to
Bokhara and Tashkent. Engines are burning firewood. Permits to travel are
required before tickets are issued. Permission must even be obtained to be
on a railway station.
3. A reliable Turkoman agent sent to Sarakhs, returned on the 22nd May.
He proceeded via Qaratigan, Miana, Chacha to Sarakhs, and reports the follow-
ing : —
{a) A Turkoman Chief, Haji Quli from Tejend, crossed into Afghanistan
a month ago, where he told the authorities that the Turkomans
were willing to assist the Afghans against the Bolsheviks. He
offered to provide guides for Afghan representatives to go into
Turkestan secretly, and obtain assurance of the Turkoman feelings.
Ten Afghans accompanied Haji Quli across the frontier, and then
five parties, each of two Afghans and Turkoman guides, proceeded
to Khiva, Askhabad, 'Tejend, Merv and Sarakhs.
(6) An agreement was signed by Junaid Khan for the Khivan Yamuts,
and by the Chief Turkoman of the districts mentioned in paragraph
3 (a), in which the Turkoman agreed to join the Afghans in the
event of hostilities against the Bolsheviks.
(c) Haji Quli with 60 followers returned to Afghanistan with the Afghan
representatives, again crossing the frontier secretly. Haji Quli
with his followers are still in Afghanistan waiting for a move by
the Afghans.
4. The following has been obtained from a Russian who is in touch with a
member of the Russian Consulate, which confirms much of the information
already reported, concerning movements from Central Russia via the Caspian
Sea.
(а) Bolshevik troops from Central Russia are being sent from the Caucasus
by special trains to Baku and Petrovsk, thence by boat to
Krasnovodsk, and train to the Bokhara Province. Special orders
were issued that the trains and boats were not to be detained in any
way.
(б) The rebels are making great progress in their operations in Bokhara,
and are now near Charjui. The Bolsheviks have despatched a
large number of troops to Charjui to defend the town, and the big
bridge over the Oxus.
(c) The rebels are conferring secretly with the Turkomans to form a
union against the Bolsheviks. Turkoman and rebel war leaders
attended the conference, but the result is not known. The chief
rebel leader at the Conference was an officer in the late Korniloff’s
army, but his name is not known.
5. Kaakha, May 11th .— Newspapers state that a revolution has com
menced in China, and that the Bolshevik Chinese are attacking Pekin, and
have already occupied many towns.. >, Yi n k A

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
