Transcaspia.
1. Many famine refugees as well as convicts are being worked on the Chalakan
oil wells. The military guard over them consists of 50 men.
2. Khan Yomut, “ whose Russian name is Nikolai Nikolaivich ”, r was arrested
at Jabbal railway station on the 26th March and brought to Askhabad. He had
absconded from Krasnovodsk.
3. There was rioting in Askhabad about 23rd March and the Zaloni Bazar was
looted. The lawlessness was probably due to the garrison having nearly all been
sent towards Bokhara. On the 25th March troops began to return.
4. The Famine Belief (Khairiya) Committee of Askhabad is apparently com
posed of the same elements as the Adalat Committee which was ostensibly dissolved
I some time ago in deference to the Anglo-Russian Trade Agreement. The members
\ include Jalal Karabaghi, Muhammad Rasul, the Judge, Jamal Beg Karabaghi,
I Asfandyar Karabaghi, Garai Karabaghi, Khudush Karabaghi, Aminov and Meshedi
I Ghulam, the one-handed chemist who was recently banished from Meshed. Besides
collecting subscriptions for the starving the Committee actively encourages enlist-*
ment in the Army.
5. On the 24th March eight delegates for the Russo-Persian Boundary Com
mittee reached Askhabad from Tashkent. They expect Persian delegates to meet,
them at Askhabad.
6. Thirty Turkoman notables were brought into Askhabad under arrest about
20th March, accused of hoarding food supplies and gold. They were released on
the solicitation of Makhdum Quli, but their stocks were not returned.
7. The garrison of the Gaudan post was relieved by 150 men and a machine
gun on the 29th March,
i 8. Our news agent at Lutfabad says that deserters from the Bolshevik army
are crossing the Persian frontier daily. Cavalry horses are also brought over for
sale.
9 Termez is beseiged by the rebels. A steamer from Charjui was unable to
advance beyond Kilif. The people of Kerki are unable to get food from Afghanistan
and are indenting on Charjui, A Bolshevik relief ^column, 1,000 strong, left Kerki
for Termez on the 22nd March.
Khiva.
10. The first steamer of the season reached Petro Alexandrovsk from Charjui
with food supplies on the 9th March.
11 The Bolsheviks sent emissaries named Haji Machan and Verdi Bai to Khan
Junaid on 10th March offering to recognize him as President of the Khiva Republic,
12. The newly recruited Khivan troops have all been withdrawn to Charjui,
Bolshevik regiments are being sent in their place to Petro Alexandrovsk.
13. It is said that Tora Khwaja is leading the rebels near Kagan. An uncle of
the Ex-Amir of Bokhara commands towards Guzar and Karshi, and Takhtamish
Beg Sherabadi is at Hisar.
