striken populations. Up to the time of report the appeal had met with
response, either from officials or from the public.
22. The Vnieshtorg had purchased supplies of wheat and raisins and Persia
traders demanded payment. The former wished to supply kerosine oil and
other merchandise in lieu but the vendors hold out for cash.
23. Ghulam, the chemist, attended a meeting of Kavkazis On his way t ^
the frontier. He told his audience he would soon be returning to Khurasan but 0
in the meantime, all should work to bring the whole of Persia into sympathy
with Bolshevism. Not till then would Persia be free. ^ ^
24. Lutfobad .—January 20th and 24th.
The stationmaster, Artik, has laid an information against the Chief
of the Special Department of the same place to the effect that the latter fre
quently visits Lutfabad where he consumes liquor. While under its influence
he betrays Bolshevik plans and policy. All the parties in the case have been
summoned to Kaakhka for an investigation into the^allegations.
25. The stationmaster has stated that Turkmen Basmachi plundered
Bahram Ali on the 18th January. This news has come in from no other
source and is discredited for the present.
26. The following is the troop movement reported to have passed Ariiv
from the 15th to the 18th inclusive^ *
Eastwards .—Two hundred and ten unarmed and troops. One damaged
aeroplane. &
Westwards.—Tilty troops, some with rifles, some without. And on the
22nd.
Westwards.—Seven hundred troops with Russian and British rifles.
Eighty horses. Four trucks with guns. Three motor
cars.
One wagon employed as a troop kitchen.
27. ( Passenger service to the east is for the present being controlled by
refusal to issue tickets. The reason is not known but is possiblv due to the
movement of troops. J
28. Sar'akhs .—January 26th.

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
