OF PEESIA. '
Circulated by the Publishing Department of the Central Committee op
Persian Communists.
A. D. 1921.
The Persian Communist Committee is a branch of the III International.
This latter consists of the poor of the world who have gallantly come forward
to fight for the workmen of the world in order to annihilate the imperialism
and capitalism of the west.
EULES OF THE OEGANIZATION.
Duties of Members and Candidates.
(i) A member is one who has accepted the principles of the party,
observes its discipline, pays a monthly subscription, and has been officially
accredited.
(ii) Candidates are accepted on being proposed and seconded by twa
members of a local Committee whose right of selection is final.
{Hi) A candidate, if a working man or peasant, must remain on candida
ture for three months, others for six months. On the expiry of that period a
candidate will be accepted for membership provided he be approved by a full
session of a hauza and provided he knows the rules and objects of the party.
In cases of necessity the Central Committee may accept a candidate for
membership before the conclusion cf three or six months.
{iv) If present at sessions candidates have the right of entering into
debates but they have not the right of voting.
(«) Members and candidates must pay their quarterly subscriptions into
the Committee’s box.
OEGANIZATION.
[vi) The radical organizations of the party are planned by the Centre.
{vli) The Centres accord with the geographical divisions of the Govern
ment concerned and its territorial possessions.
(viii) Local organizations decide on local affairs according to the rules
and regulations of the party.
(u?) Hesolutions passed at Conferences are binding on all organizations.
(#) The establishment of a hauza department is decided in conference by
the local Committee.
(xi) Central bodies consist of (a) a general committee of 13 and the
Central Committee. (6) an ayalat conference and committee, {c) a wilayat
conference and committee, (d) a local conference and committee, (e) wards
associations and committees, village associations, village committees and
hauzas, etc.
(xii) The solution of political questions, finance, and the removal of
differences between sub-divisions, comprise the duties of the Central Com
mittee.
ixiii) The Central Committee forms special associations for work among
non-Persian races and individuals.
{xiv) Ayalat and wilayat committees must get themselves recognized by
the Central Committees.

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
