{xv) All party organizations are entitled to possess their own seal, subject
to recognition and sanction by the Central Committee concerned.
{xvi) Organizations vvill be known by the name of the locality where
active.
(xvii) The Grand Committee of 13, called the Kingra, meets once a year
and the subjects to be discussed by it must be published a month in advance.
Should it be not possible to hold such a meeting, a conference will be held in
lieu. Questions of elections and electorates are decided by the Central Com
mittee.
(xviii) In addition to the Kingra’s right to summon a general meeting of
the Kingra, the Central Committee can, with the concurrence of half the
members of the Kingra, call a Kingra meeting if necessary. A quorum of the
Kingra is any number in excess of half the number of officially recognized
members.
(xix) If the Committee does not call a Kingra meeting after the decision
to do so has been arrived at, the members who asked for that meeting can form
a Commission and can assume the duties of the Committee in this respect.
(xx) The general Kingra examines and passes the finance policy of the
last committee and adjudicates on matters for investigation by inspecting
commissions.
(&) If necessary it can revise and modify the programme of the party.
(c) For the prosecution of its various objects it will arrange avenues and
routes for the conveyance of correspondence.
(d) It will elect the Central Committee and commissions of inspection.
(xxi) The composition of the Central Committee, the inspecting commis"
sion, and “ the department of friendship ’* lies with the general Kingra.
Should a member of the Kingra be absent the one with the next vote steps into
his place.
(xxii) The Central Committee advances various objects, organizes associa
tions, deals with political problems and governmental affairs generally, by
debate and discussion.
(xxiii) The Central Committee must meet at least once a month. If
required, an extraordinary meeting may be called at any time.

It contains numbered periodical (mainly weekly) reports relating to Persia [Iran], initially each called an 'Intelligence Summary' and later called a 'Meshed Intelligence Diary'. The reports cover the period of the week ending 1 January 1921 to the period ending 1 January 1923. They are initially issued by the British Military Mission, Meshed [Mashhad, also known as Mashad or Meshad], and later by the Military Attaché, Meshed. The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
