Finland. How this smacks of irony when directed against Soviet Russia
who was the first to show the whole world how to solve national questions
equitablv!—not hypocritically, like the 14 beautitudes of President Wilson,
but concretely, as has been done in the case of the oppressed peoples of
Russia.. And now bloodstained Finland turns to the robber League of
Nations asking for the Korelian people protection from us.
Should this conflict spread then the Korelian nation will prove on
the field of battle how hypocritical and insolent are the depositions of our
enemies. Be it as it may, the labour masses must know that if the com
batants violate the peace treaty it will not be without punishment.
We will not allow our enemies hypocritically to hide themselves behind
our principle of the right of nations to self rule.

PlLSUDSKl PREPARES NEW PLANS POR THE SPRING.;
Of late, both the Government and anti-Government press of Poland
has been attaching Soviet Russia. The advance of the Petliurian? Tiutiuhin,
on the Ukrain occurred after the meeting of Petliura with Pilsudski and
subsequent to the receipt of a suitable subsidy. Under the Pseudonym of {
“ insurrection ” Pilsudski is hatching a hostile advance in the spring. Both
the Russian and Polish nations have got to know this.
In Polish papers of diverse politics there suddenly appeared last week
articles on Russo-Polish relations. All were in the same vein. In the
course of an article the “ Polish Courier ”, one of the official organs of
the Government, referred to the declaration by the Soviet Government in
the matter of the recognition of its international debts and stated that if
the Soviet Government wants the capitalist world to accept these proposals
in all seriousness then it must carry out the provisions of the Riga treaty
with Poland. The “ Peranna Gazette ”, an organ in extreme opposi
tion to the Government but conducting simultaneously a devastating agita
tion against Soviet Russia, publishes an article in which, with, for it, un
usual diplomatic restraint, it explains to the latter that the way to the hearts
and the pockets of the world’s capitalists leads infallibly through Warsaw.
She has only to prove that she will honourably fulfil the obligations accepted
at Riga to become a partner of Europe, one worthy of all trust.
This unity of sentiment in Government and anti-Government papers
is in reality not the unanimity of the Polish nation but is the result of
inspiration from the diplomatic office of M. Skirmunt. There is a good deal
of difference between the two things.
At some time or other Poland has been called the rampart of Europe
and of Christianity, but of late Western Europe has not evinced such
a solidarity of policy with respect to the Turks as constitutes a claim to be
the wall protecting Christianity. The Polish bourgeoisie wishes to profit
by its role of barrier to Bolshevik Russia. But Europe protected by her
from Bolshevism is in the nature of a myth wherewith a nearsighted policy
continues to function. As a matter of fact, several of the. European Powers
incline as much to Soviet Russia as they do to Poland. Poland is not a
rampart of Europe but a vassal of France and, therefore, the relations of
Eno-land, for instance, or of Germany, with Poland are far from rousing
apprehensions. The way to the heart of Europe does not lie through
Warsaw, and the Riga Peace Treaty does not claim to be “ the foundation of
stability ” as, within the memory of men,, the Versailles treaty did. Soviet
Russia fulfils’the Riga pact, not for the sake of the beaux yeux of Europe
but for her own advantage. She wishes to live at peace with Poland. If
the Government press in Poland, instead of asking Pilsudski not to violate
the Riga pact, will address its request to the Soviet Government we will
reply : “ Your letters are illegibly addressed. ”'

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
