whole of Europe.
Several weeks ago the illustrious Chief of the Polish State, Pilsudski,
received Petliura in a prolonged audience. After this meeting occurred
another between Petliura and Savinkov at which there was a discussion on
the preparation of a spring campaign against Soviet Ukraine in ^rhich the
Petliurans interned in Poland would take part. As soon as portions of the
.Ukraine had been occupied, Savinkov would have to organize in that territory
detachments for an expedition against the North. He would get for this under
taking money derived from Pilsudski’s “ Dispositions Fund ” in Poland.
Simultaneously, the Petliurans Bezpalko and Mazepa, received money from
Belveder for the organization of bandit detachments.
The Polish press provides itself with fantastic news regarding the
growth of the insurrection in the Ukraine. By means of such news public
opinion in Poland and Europe is prepared for the rising which is to be
engineered in the spring, risings which, in effect, masquerade under the
pseudonym of Pilsudski’s new war against Soviet Russia.
Everyone who has had to traverse the Ukraine knows that since last
year the situation there has become more consolidated. Tiutiukin’s invasion
evoked no response from among the peasant masses of the Ukraine. Pilsudski’s
schemes to start a new war to help Petliura’s bands will end deplorably.,
We warn Polish public opinion. Let it closely watch Pilsudski and let it
not indulge hopes that Soviet Russia will for ever endure the violation by
Pilsudski of the Peace Treaty concluded at Riga.

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
