55. Ferghana. —The Bolsheviks have issued a decree from Tashkent
offering an amnesty to the Basmachi. Incidentally, no confirmation has been
received of last week’s report of the occupation by these insurgents of such
important places as Andijan, Margilan, Gorchakov, etc., in which case it
is best to discredit the account.
56. The offer of an amnesty may or may not denote a confession of
inability to cope otherwise with the situation in East Ferghana. The fol
lowing is the text of the decree:
“ In the name of peace and of the preservation of human life, in
the name of universal labour and of the common weal of our country, shat
tered by a fratricidal war, and in order to consummate the new economic
policy—The Central Executive Committee of the Republic of Turkestan
herewith offers to all those Basmachi who come over to our side the right
to pursue a peaceful life and peaceful industry, and without penalty of any
sort whatsoever for former attacks upon the Soviet Government, and, more
over ordains and engages—
1. “To promulgate a complete amnesty to all accomplices in, and
concealers of, the Basmach movement and persons in sympathy
therewith.
2. “To offer to persons indicated in the first Article hereof the right
and ability to return to their habitual peaceful avocations. To
this end there will be returned to them the immovable property
and implements of their callings, and of which they have
been deprived by Soviet organizations, on condition that the
ownership thereof is proved by claimants.
3. “To offer to those mentioned in Article 1 hereof, who have been
expelled beyond the limits of the Republic of Turkestan, the
right to return to their habitual places of abode.
4. “ To the Basmachi mentioned in Article 1 hereof, who have not
yet surrendered their weapons, is assigned the period from
the publication of this Amnesty of one month during which they
will be permitted to surrender their arms and to avail them
selves of the rights extended under the present decree.
5. “ To enjoin upon the National Commissariats of Justice, of Inte r '
nal Affairs and Agriculture, the Special Department, ot t e
Turkfront, and the Turkcheka (Extraordinary Commission o
the Republic of Turkestan) to adopt all necessary measures or
the promulgation of this decree.
6. “To enjoin upon the Commissariat of Justice to issue detailed ids
truetions for the application of this Amnesty.”

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
