tions from the merchants and when sufficient is available the party will be
despatched to Kabul..
(Hi) As previously reported, Abdul Razaq Khan, the Secretary to the
Afghan Embassy in Rome, returned to Herat from Russia. The Minister
has written from Rome to say that expenses are very great in Rome, that
there was not a great deal to do, and that therefore he recommended that
Abdul Razaq Khan, Mir Ismail Khan, Attache, Muhammad Said Khan,
clerk, and four soldiers, who were proceeding to Rome via Russia, should be
recalled.
(iv) On the 26th of December the Bolshevik Consul General visited the
shop of the Indian surgeon Abdul Rahman. He called some of the Arabs to
him asked them the news, and gave each two Kabuli rupees Indian silver coin also widely used in the Persian Gulf. . He then
turned to Abdul Rahman and said that the English are the enemies of Islam
and that they have always been unjust to Muslims. It is astonishing to
find, he went on, that the Amir of Afghanistan has concluded a treaty ot
friendship with them in spite of this hostility to his faith.
(v) It is generally believed that, more State guests are coming from
Russia, but the news lacks confirmation.
(vi) Colonel Abdul Rahim Khan sent three prisoners from Chahildukh-
teran to Herat with a report that they had fled from Russia from hunger.
One was a Persian, one a Turkman, and one a Russian. The Kotwal was
ordered to expel them from Afghanistan. (These men are at present m
police custody, Meshed. They are from Kushk).
(vii) The detachment of Ujakzai khawanin horsemen of Abdul Rahman
Khan, which ,was on the Bala Murghab frontier, has returned to Herat having
been relieved by a similar detachment.
(viii) The Naib-ul-Hukumeh was reported indisposed on the 25th. He
had not left his house for two days. It is thought that the contents of a
letter from Kabul have depressed him. n .
(ix) The post Commandant at Chahildukhteran is constantly asking the
authorities for a return of sheep that have been reived on Afghan territory.
The latter promise restitution but do nothing m the matter, the reason being
that they are partners in the results of these forays. ^ tt +
(x) Colonel Rauf Khan of the Kafir Qala post has sent m a man to Herat
with a report that he is a Kabuli Hindu who went to Turkey, accepted Islam,
and tookpart in several battles. He has arrived from Teheran with a pass
from the Afghan Minister there. He has been sent to Kabul m charge of a
khawanin sowar In the East India Company army and later Indian Army, an ordinary native cavalryman or mounted cavalryman. .

The reports cover the period of the week ending 1 January 1921 to the period ending 1 January 1923. The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
