Propaganda—a treatise by the Persian Communists, known as “ the Adalat
Party ”, dated March 22nd, 1921.
The pamphlet describes at some length the system of Government in
Persia and animadverts upon the officials, the economic depression, the
excesses of landlords, and the interference by foreign powers in the affairs of
that country. The lack of industries and the non-development of mineral
wealth are commented on. The Persian workmen and peasants ^ are appealed
to to unite and to remove all despotic and selfish systems of Imperialistic
administration and to substitute democratic government in lieu Soviet Eussia
has secured this boon and there the government is now m the hands of the
workmen.
Russia’s former despotic interference in Persian affairs has been replaced
by the similar malefic interference of the British.
All must make their minds to free Persia from the undesirable imperialistic
clutches of the British and of any other foreign powers interested in Persia.
The worthy sons of Persia, like Kuchik Khan, must be supported and a
revolution organized for the good of that ancient land of civilization and
culture—Persia.
The whole theme of the pamphlet is the removal of British influence from
Persia. It seeks to prove that the bankruptcy of the country is due to the
selfish intrigues of the British and other foreign powers of imperialistic per
suasion. The Shah must be removed.
The Persian Communists have decided in their solicitude for the good of
their motherland that they must annihilate the imperialistic interest of the
English in Persia. Afterwards they can embark on other projects.
“ Ittifaq-i-Islam,” published at Rerat, December 5th, 1921.
(i) A continuation of the leader commenced in the previous issue on the bless
ings of unity in the early days of Islam. A historical sketch of the ex
pansion of Islam and the rise of a powerful kingdom.
(ii) News of the Interior. —The registration of Afghan subjects domiciled
in Persia. Heavy rain and hail in Herat. Arrival of Afghan students in
Marseilles.
{in) The wonderful invention of a noiseless gun by one, John Temple, a
Londoner. The projectile weighs 135 maunds and its range is 300 miles. There
is no noise on discharge.
{iv) Jngora Information. —The Franco-Kemalist treaty has been signed.
The orisbnal boundry line has been slightly modified. The control of the
Baghdad Railway has been handed over to the French.
(w) Constantinople telegrams say that Sheikh Senussi has left for Iraq
from Mardin in Liar Bakr.
{vt) Mustafa Kemal Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. has informed his agents in Paris and Rome
that peace with Greece is only possible on the conditions laid down in Cons
tantinople on the 16th March last. In addition, a war indemnity will be
demanded,
(me) A treaty between the Kemalists and the republic of Caucasia is being
drawn up. It will be submitted to the Assembly for approval.
{viii) The Greek flag which was flying on the premises of the Allied haval
Commission in Constantinople has been hauled down.
{xi) A poem bitterly criticizing the modern civilization and diplomacy of
Europe and comparing the same with the ideals of the East.

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
