He was, as Captain Vuigornitzki, Military Attache at the Russian Con
sulate, Sistan, and, subsequently, one of Denikin’s officers. His rank of
Major General is, of course, not valid under Bolshevik rules. He has sent
a cordial message to His Britannic Majesty’s Consul General in which he
expresses a hope to renew an old friendship and that his wife, who is in
Tashkent, is expected to come to Meshed. They will be the first Russians ^
in Meshed of any social position since the Russian Consul General and stag
left.
Bekler and Ali Akbar, Turks, enlisted by Muhammad Taqi Khan as
machine gunners and subsequently discharged, have been arrested.
Kara Ghulam and a companion, Turks, have arrived from Askhabad to
secure the release, it is said, of Ghulam Mehdi, chemist, and Mir Murtaza,
one of the leaders of the Milyun party. They have brought jewels and gold
articles with them and are reported to be spending freely.
Haji Abdul Hamid of Baku left for Russia on the 23rd, vide last
week’s Summary, page 4, r
Aqa Jamal Bek Shirwani, a one-eyed man wearing Bokharan costume,
arrived from Russia on the 24th. He is a Bolshevik propagandist on his
way to Afghanistan.
Aqa Muhammad, who accompanied Ghulam Mehdi, chemist, on his
mission to the Bolsheviks, has returned to Meshed.,
A committee called “ Tilu ” has been formed in Askhabad as a branch
of the Turks’ secret society in Meshed. The anonymous pamphlets
addressed to the Chief of Police and others, vide last week’s Summary, page
3, were prepared by the Meshed members who are pledged to punish people
who arrest and prosecute Turks. The local committee is said to consist
of eight men and to have as a “ president ” one, Aqa Hassan Aqa Samad
Aqlvi who works in the shop of Khalil Kazimov in the Sarai Muhammadiya.
Kara Ghulam aforesaid is one of the eight. They have passwords and
secret signs for recognition.
Arms. —The search for arms is still carried on. Two magazine rifles
and some ammunition were found in the house of the editor of the “ Sharq-
i-Iran.”
Suspects. —The suspected Sharifian envoy, Sheikh Ismail Elbaqi, or
Haji Saiad Ismail as he is also known, has been interviewed again. He
says he is the son of Saiad Ali and is chief of the Khazai tribe. His home
is at Jabal-i-Amil, 3 stages from Sham. In a battle with the non-Muslim
inhabitants of the former place his five brothers, Saiads Abidulla,
Muhammad, Kazim, Muhammad Salim, and Jalal, also three sons, were
killed,,
He arrived in Meshed via Bushire, Shiraz, and Teheran. He says he
wishes to go to Sistan to settle down with his following which consists of.
35 men, women and children. Being without means he appealed to the Amir
of Afghanistan for help to go to Kabul. This permission has now been
received but the Persian authorities have not yet issued a passport.

Bandargaz. —13th and 17th November.
The Bolshevik Consul at Astarabad has not yet hoisted the Soviet flag
nor has he commenced official business. He is supposed to be waiting till
he has got together a staff.
Ihe state of affairs in the Province is unsettled, the authority of the
Governor General not extending beyond Bandargaz and Astarabad. The
1 urkmen pay no revenue and the Governor General has no representative
among them.
Although the Tsentro Soyuz promises to bring every kind of merchan
dise to Persia it has produced nothing but oil and glassware so far.
