Bujnurd. —November 19th.
A representative of the Vnieshtorg arrived here but returned to Quchan
without having effected anything. Another, Majid Bek Effendi, arrived
in the same interests from Askhabad. He will return to that citv to bring
goods for barter or so he said.
According to the account of this Turk the collection of the tribute in
kind is proceeding very slowly in the Kizil Arvat-Qara Qala area. The
levy is 8 pounds of meat per sheep and 6 eggs per hen.
Sir Oraz Sardar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. has been away twenty days from the above date and
there is no news from him. The correspondent thinks he intends to do
something himself which will be a source of news.
Bajgiran. —November 13th.
A young Turk arriving from Russia had his effects searched by the
Persian Customs staff. Among them was found a proclamation in Persian,
the title of which was “ how much longer must Persia sleep?” The text
stated that Persia had been sold to the English and by the former Governor
General of Khorasan, Quwan-us-Saltaneh. The man denied knowledge of
how the paper got into his baggage. He is well educated and has travelled
much in Europe. He has been sent under arrest to Quchan.
On the 9th November a band of Kurd robbers attacked the Bolshevik
frontier post of Galol Hill in the Askhabad area and killed four and
wounded three. In this connection the new chief of the Special Depart
ment at Gaudan, Grebenshchikov, waited on the Governor of Bajgiran who
replied that if the former could prove that the Kurds were within his juris
diction he would take the necessary measures. This Grebenshchikov was
unable to do.
Quchan. —November 21st and 24th.
The detachment of the Sardar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. of Bujnurd’s men has handed in what
Government rifles they possessed, also a big gun they captured in the fight
with Muhammad Taqi Khan at Jafarabad. The rifles in possession of the
other Khawanin have not yet been surrendered.,
Aqa Muhammad Ibrahim Khan Qaramanlu has been appointed
Governor of Quchan by the Persian Government. According to the corres
pondent he is unfitted for such a responsible post being uneducated and
without political experience of any description He has been saying flatter
ing things to the Russians, reminding them of former friendships and the
need of an open road between Russia and Persia. The frontier is un
guarded and there is neither let or hindrance to all and sundry arriving
from Russia on any mission whatever.
Muhammad Hussein Khan is Deputy Governor of Bajgiran. He is a
great robber and addicated to opium smoking. The majority of Russian
spies in Quchan are Kurds of his following.
Lutfabad. —17th and 22nd November.
Of the 42 men of the garrison at Artik and 60 at Qauvshut 20 are
mounted. The men are without uniform, many of them are without foot
wear some without shirts. The horse ration is 7 pounds of bhusa and 3
pounds of lucerne. No grain is given them and they are very weak. Their
equipment is unserviceable.
On the 15th November 200 Tatar troops, 1 gun, and 1 motor car passed
Artik westwards. According to the statement of the men they were going
fo Baku.
Khakistar. —November 21st.
A report from this centre states that rails and railway labour are bem 0,
conveyed from Tashkent to Kushk. Some 6 to 8 wagons of ammunition
have been brought to Merv for transference to Kushk. This report can be
