Government to independence. The Afghan Government was the first of all
to recognize the Soviet Government. He went on to say that the Afghan
Government was friendly to every power which is friendly to Muslim States
and an enemy to those who are hostile.

at Tashkent and contained telegraph wire and instruments.
vii The Amir has awarded a valuable khilaat to Haji Mahmud
Herati, the Afghan agent at Meshed, as a reward for the speedv news of
the death of Muhammad Taqi Khan.
viii. An Ottoman Turk arrived from Russia via Chahildukhteran on
the 4th. He had a sealed packet with him which he gave to the Naib-ul-
Hukumeh. It was for Kabul and is said to be from Jamal
Pasha

ix. On the 6th the Naib-ul-Hukumeh ordered the Naib Salar not to
exercise the artillery horses as there was not sufficient fodder. On account
of work the animals are losing condition. One stable of horses only was to
be kept in Herat while the rest were to be sent to Oba and Shaflan where
there is plenty of fodder. The order was carried out.
x. On the 7th a company of the 9th Herati battalion which was at
Dahan-i-Zulfikar arrived in Herat after relief.
xi. A report was received from Bala Murghab that two Russians had
been caught reiving sheep in Afghan territory. Orders have been sent
that the thieves should be sent to Herat.
xii. There has been a frontier collision between certain retainers of
Shuja-ul-Mulk and Afghan frontier guards in which one of the former was
killed. One soldier of the Ghaznachi battalion was wounded. The tribes
men fled to Persia and the soldier took their sheep which numbered about
400 to Kafir Qala. The sheep belonged to the tribesmen.
xiii Three men, residents of Jalalabad near the Indian frontier '
arrived from Russia on the 8th. They were kept under custody and not
allowed access to anyone. They have adopted Bolshevism and are believed
to be going to the Indian frontier as propagandists. They have a pass
port from the Afghan Consul at Askhabad. They have resided in Russia
eight years. They are reported to have said that they will be joined by
some Russians and will travel together to Kabul. The four Russians
reported in para, iv are believed to be in collusion with these men.
xiv. The Naib-ul-Hukumeh paid an unofficial visit to the barracks
.where he met the Naib Salar and the two were reconciled.
xv. The Naib-ul-Hukumeh summoned the heads of all groups of
villages round Herat and ordered them to bring four elected persons from
their groups who must be wise, literate, and the owners of property One
of the four will be detained in Herat, one will be elected to the Kabul
Council while the rest will go on the advisory council of Herat.
xvi. All the beggars of Herat have been collected and put to sweenmf?

xvii. The elders of the city wards are bringing all the children of their
wards to the Naib-ul-Hukumeh who is exercising selection for the Sharafat
school.

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
