A want of Success in Afghanistan.
Moscow, 7th September .—The discussions relating to the conclusion of a
friendly understanding between Afghanistan and England have failed of
success and have been broken off.
Great Disorders.
The Ministry of Health in England has announced the stoppage of sub
sidies to the unemployed. A crowd of 10,000 of the latter organized a demon
stration and sent a deputation to the Government Eelief Office.
Hopes of the Russian Monarchists.
Rome tth September.—'WiQfasi issue of a Monarchist daily paper en
titled “The Future of Russia” appeared on the 2nd September. The leading
article begins thus “ Following the covenant of our martyred Tsar, Nikolai if,
his rightful heir ascends the throne with an iron resolution to rule Russia in
accordance with the suffrages of the people ”,

, Berlin, 13th .—After the dismissal of functionaries of the Moscow Com
mittee of Help for the Starving by the Soviet Government the Paris papers
have started a new campaign against Soviet Russia. They are attempting to
prove that the Soviet Government dismissed these individuals in order to avoid
foreign control, that it wishes to admit foreign products for the feeding of the
Soviet administrative apparatus and of the Eed Army, and that it has no
intention of affording help to the population which is actually suffering from
