Kao an. Auqust 27^.—Garrison 500 only. Two aeroplanes, five guns, seven
machine guns, two armoured cars, five light cars, three lorries.
Tizzak Auqust 27^.—Garrison 500, mostly Muslims, which number includes ,
100 horsemen. Unit 4th Tashkent which recently relieved the 2nd Siberia regiment, ^
proceeded to Tashkent. Three guns, four machine guns, a wireless station.
Khojend. August 2M.-Garrison 2,500, majority Muslims, and including
900 cavalry. Units 2nd Skobelev Regiment, 11th Tashkent, 5th Kashirski Cavalry,
6th Kazan battery, two armoured cars, one lorry, one aeroplane, one projector
on a railway truck, one armoured locomotive, a wireless station.
Tashkent August 25^.—Garrison 6,000 which is a recent increase by 2,000
owing to great unrest prevailing and the receipt by officials of threatening letters
foreshadowing an early revolution. The following armament was seen : 12 guns,
24 machine guns, four armoured cars, 10 lorries, 15 light cars, four aeroplanes.

Herat. August 19ih to 25th. — {i) The 19th was celebrated as the anniversary
of the Declaration of Independence of Afghanistan. The Naib Salar with all
officers up to the rank of captain, leading Khawanin, and traders of Herat, paid a
visit to the Naib-ul-Hukumeh at Chahar Bagh where they were entertained and
invited to lunch. None of the foreign representatives was invited on this occagion
with the exception of the emissary from the Azerbaijan Republic who presented
himself at the public reception.
(ii) On the same day a Turk whose travelling order was made out in the name
of Colonel Nur-ud-din, arrived from Kabul with an escort of two sowars. The
travelling order was addressed to the Naib Salar and not to the Naib-ul-Hukumeh.
This the latter resented as letters and instructions in the matter of Government
guests should be made out to him. Colonel Nur-ud-din was an instructor in the
ar-y at Kabul and belongs to Jamal Pasha’s party. His documents were signed
bv the Minister of Foreign Affairs and explained he was proceeding to his own
country for reasons of health and that he would ret urn later.
(Hi) It is understood that the Naib-ul-Hukumeh during the reception on the
• t p e “ jashan ”, told the Naib Salar that General Abdul Rahim Khan

monriety when in command of the forces at Herat. He had stopped the State band
nlaving in the Chahar Bagh, telling the officer concerned that by doing so the
nrestige of the Naib-ul-Hukumeh would be lowered. The result of this was his
departure for Kabul with ignominy. The Naib Salar was cut to the quick on hearing
these words but said nothing.
(i v ) The Naib-ul-Hukumeh sent a carriage and two sowars to the house of
Haii Mukhtar for the use of the representative of the Azerbaijan Republic who
wished to visit the holy place of Guzargah Sharif.
(v) The Naib-ul-Hukumeh has announced that an epidemic is rife in the neigh
bourhood of Kabul but that so far the- city is free. Several fatal seizures are
reported.
(m) The Naib-ul-Hukumeh has notified that Muhammad Umar Khan has been
appointed by the Amir to be Minister of War. He was formerly Naib Salar in
Herat.
{vii) On the 20th the Naib Salar took all his cavalry and infantry and two
batteries for a field day. The force was divided into two for the purpose of a sham
tight and each man was given two rounds. The exercise conclrded at 11-0 o’clock
and the troops were excused drill for ten drys as a reward which pleased them
greatly. Colonel Nur-ud-din was present,
(um) News has been received from Chahildukhteran that the Commandant
of Kushk has succeeded in Recovering 150 camels taken by raiders. The chances
of the recovery of the remainder are remote.
(ix) Twenty-five more Jamshedi families crossed into Afghanistan on the 11th
August. They say that Saiad Ahmad Beg and some headmen have been arrested

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
