emigrate to Afghanistan.
(x) Abdul Bauf Khan, tbe Brigadier, has left Herat for Kabul under orders.
He was accompanied by the Afridi, Abdulla, whose German wife and step-daughter
accompanied the party in kajawahs.
(xi) On the 21st August the Naib-ul-Hukumeh received a letter from Colonel
Muhammed Shueb Khan at Kafir Qala and, having read it, he sent for the Naib
Sa ] ar. They had a private conference lasting an hour, after which it transpired
that the letter was from Muhammad Beza Khan, Shuja-ul-Mulk, and addressed to
the Naib-ul-Hukumeh. Colonel Muhammad Shueb Khan also wrote to the Naib-ul-
Hukumeh to tell him that the people of Jam and Bakharz had revolted against their
Government and sought the aid of Afghanistan.
The Naib-ul-Hukumeh selected the Civil Brigadier, Abdul Habib Khan, to
convey the letter from Shuja-ul-Mulk to the Amir who, on account of the epidemic,
was at Baghman. He was to travel with the utmost expedition as the contents of
the letter were of great importance and the orders of the Amir were required on the
matter. The Brigadier promised to reach Kabul in six days. The Naib-ul-
Hukumeh asked Abdul Habib Khan to bring the irregular behaviour of the Naib
Salar to the notice of the Amir and to suggest the appointment of another officer
as the retention of the present incumbent would be detrimental to frontier affairs.
(xii) On the 23rd 40 Khawanin sowars under the command of Abdul Aziz Khan
Af s har left for Kafir Qala. It was announced they had gone to that place to receive
the Persian Ambassador.
It is believed that Shuja-ul-Mulk has written to the Naib-ul-Hukumeh that the
Governor of Meshed has arrested Shaukat-ul-Mulk, his son-in-law, and wishes to
arrest him as well. On these grounds he has asked for help from Afghanistan.
(xiii) The Naib Salar has ordered three companies of the Khaki battalion now
in the city to go to Kafir Qala. The Naib Salar exhorted the troops to be very
careful in their watch over the frontier. Three pahrahs have been left behind for
guard duties.
, xiv \ There is a rumour that the Ghizilchi battalion and one battery is to go
to Kefir Gala In compliance with orders from Kabul, the Naib Salar has ordered
the return of four companies from Maimaneh. No relief is to be sent.
(xv) Apparently the route from Herat to Meshed has become unsafe from
robbers for the Naib-ul-Hukumeh has issued instructions that no rahdar*
are to be issued to caravans using it until the safety of travellers is again assured.
(™fl On the 24th the Naib Salar recalled two soldier orderlies of the Naib-ul-
Hukumeh to duty. On the 25 th the latter sent aU his orderlies to the Naib
Salar with a message that as he had withdrawn the two, he might have the others
also.
(xmi) It is said that Zulfikar Khan who had gone to Kabul with the Russian
Minister Raskolnikov has been-promoted to the rank of Brigadier. He is reported
to be returning to Herat via Hazarajat with M. Suntz.

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
