“Izvestia”, published at Askhabad, July 8th, 1921.
Leave men and the Propagnada carried on by them.
The first parties of men admitted to indeterminate furlough have already been sent off
Yet the departures still continue. Now that the fronts have been liquidated we may expect
the demobilization of the new year (men?). The Workman’s and Peasants’Government cares
paternally for its men of the Red Army when away and the Republic will provide e verything
possible for them. And the men of the Red Army when arriving in their villages, will requite
with interest all that has been done for them. Whatever else betide, there can be no doubt that
the three years in the Red Army have left their mark on the soldier and that he has g ne ahead,
in point of development, of those of his contemporaries who have remained behind in the
villages.
And now that our whole economic fabric stands on a new foundation these, our comrades,
will prove a powerful instrument to show forth our new policy to the village population.
The duty of every leave man during his period of furlough will be to avail himself of every
possible opportunity to make himself acquainted with questions bearing on our new policy.
Such opportunities are afforded by newspapers, brochures, and pamphlets, read anywhere in
reading rooms when waiting for trains, by listening to orators who dilate at meetings on topical
political questions, etc. The Red Army man when on leave must take advantage of all these
aids to assisting him to perform his role when arrived in his village.
On the other hand, all the different institutions which are carrying through this demobili
zation, all organizations which serve the leave man, must do their share in promoting similar
objects. The work is most important and time does not wait. The most energetic and decisive
measures are necessary.
Communist Propaganda in Poland.
Moscow. June 16th. —Communist propaganda in Poland have latterly been on the increase.
The Polish press is of opinion that the soil for such is being favourably prepared because of
the dilatory methods of Parliament.
The English Press on the Far Eastern adventure.
The English papers in Pekin foretell the speedy fall of the Merkulov Government.
How the Bourgeoisie prolong the Existence of their Dictatorship.
The English Parliament has apportioned a subsidy of £10,000,000 to the Coal Industry on
account of its sufferings due to the strike.
They want the death sentence.
The Prussian Parliament have rejected the proposal of the Socialists for a suDstitution of
the death penalty.
The source of Cholera.
The chief source of cholera is not Transcaspia. It is found in the direction of Samara whence
rolls without ceasing a wave of humanity. It is in this tide of human beings that the conditions
for the spread of the disease are so favourable. It would be impossible for many reasons to
stop movement along the railways, nevertheless it is undoubtedly necessary to regulate and con
trol it. Quarantine posts along the railways have not been imposed but it is compulsory on
every one leaving Tashkent to procure a certificate of inoculation against cholera.
To the fight with cholera.
Samarkand. July 2nd. —-Eighteen medical students have arrived in Samarkand from
Samara. The Samarkand Department of Health has sent them into the districts. They
will work throughout their vacation.
Schism in the Villages.
Samarkand. July 1st. —In the Baghdanski area of the Jizak district, schism among the
villagers is growing in intensity. In the last no-party conference, dissatisfaction with the “ begs”
was most marked.

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
