The English are inclined to form an Eastern Galacian buffer state, where
their companies would be protected from continual competition.
2. The Sub-Commission of the French Chamber of Deputies has decided
to demand the publishing of notes exchanged between the Polish and French
Ministers for Foreign Affairs. The Sub-Commission demanded the publication $
of details of military and political agreements concluded between Poland and
France, which, it is stated, recognise the eastern frontier of Poland as estab
lished by the Eiga treaty, and that Eoumania is to defend this frontier.
3. There is a split amongst the right social revolutionaries. The Central
Committee protests against members of the party, headed by Tchernov, taking
part in the Paris Conference. The Eussian S. E.'s know that there is
no cadet party in Eussia and they want to act independently. They are still
supporters of the Constituent Assembly, but, under the “ Constituent cloak ”
there are already noticeable many GeneraPs epaulets, Banker’s frock-coats and
the whip of the estate owner. The working classes are not much interested
as to how the S. E. brothers are dressed in 1921, but it is doubtful whether
Tcbernoff will listen to his own Central Committee, and whether Kerensky will
agree to be subordinate to anybody but himself.
4. Notwithstanding the serious position of supplies, scarcity of clothes
and the illness scurvy, the workingmen of the Krasnovodsk workshops have
done their duty to the Eepublic. In the second half year of 1920 they
repaired 612 engines, 1,375 various rolling-stock, 1,880 cisterns. In January
1921 they repaired 17 engines, 52 various rolling-stock and 655 cisterns.

A WUteguard insurrection in Kronstadt.
Tetrograd, 1st March. A revolution led by the social revolutionaries and
General Kozlevski has broken out in Kronstadt. A portion of the fleet has
been seized. The mutineers are in possession of the battleship Petropavlovsk.
ihe insurrection is due to the present economic and fuel crisis.
Spies of the Entente and of our own Whiteguards have profited by the
grave economic situation of our workers and under a mask of political neutrality
have involved the sailors of the fleet in a revolution.
This is what is guiding the insurrection.
The leaders of the revolution appear to be Petrichenko, Yakovlenko,
Captain Burtsev and Engineer Mechanics Oreshin and Putilin General
Kozlevski, although not officially concerned in the affair, appears‘to be the
leading spirit in the movement. His two brothers, who are in the Naval
Academy m Petrograd, have been arrested.
The Kronstadt Administration.

The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
