Khorasax ox the side of Soviet Russia.
The pourparlers in Tehran with the Soviet representative have evoked some
liveliness in Meshed. The mass of the people (lower and middle classes) have
expressed their joy at the orientation of party feeling having veered towards
Russia at the expense of England. Russian influence in Khorasan is con
siderably more paramount than that of England.
The situation in Khorasax.
During the last two or three years the English have introduced into Persia
centralised Government in consequence of which hereditary khans have con
tinually been supplanted by officials from Tehran. This has provoked opposi
tion on the part of the hereditary khans. At present the political intrigue
is being conducted by the khans of BujnUrd, Derragaz and Shirwan whose
object is to organise autonomy for Khorasan. In view of the great pre
ponderance of the Kurd population the Bujnurd Khan, as the most powerful
with whom the Persian Government has to reckon on account of his great
influence among the Yomuds, is gravitating to the position of Governor of
Khorasan. The Persian troops in Khorasan are ill prepared as regards
military training and only the gendarmerie are fit to put up a resistance.
Among the troops antagonism exists between the commissioned ranks and the
men. This feeling has been evoked by the cruel treatment of soldiers by the
higher ranks and by the non-receipt of pay for the last four months.
Among the gendarmes mutiny is frequent. The last occurrence was in
January when the gendarmes in Meshed refused to go to their several duties,
giving as their reason the nonpayment of wages, for which they were ordered
to be flogged.
What is England preparing for ?
According to information obtaining in India tickets for passages to Europe
are not being sold in view of the fact that ships have been taken up for the trans
port of white troops from England and Canada to India-

Six weeks ago the Persian Parliament proposed to the British Mission in
Tehran to organise an army of 60,000 men with English instructors and
material, cadres being taken from existing Persian forces. The result of the
proposition is not known.

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
